answer text <p>Each commissioning organisation involved in the procurement process produced their own lessons learnt report, and the decisions around the publication of lessons learned reports are for individual integrated care boards (ICBs). With reference to guidance and support to ICBs on procurement, NHS England published the Strategic framework for the NHS Commercial Sector on 28 November 2023, a copy of which is attached.</p><p>The framework aims to encourage regional collaboration between integrated care systems by creating regional collaborative commercial organisations. These will operate as group procurement organisations in providing the necessary system leadership, capability and capacity to deliver strategic commercial outcomes and supply chain efficiencies, and will be designed against a national blueprint to ensure consistency.</p><p>Every National Health Service provider will be expected to be a member of a collaborative organisation and a senior, experienced, qualified commercial leader will be appointed to run and promote each organisation at an executive-level, with ownership for commercial strategy and all non-pay spend.</p>

answer text <p>The requirements set out in the Schedule to the Electronic Communications (Universal Service) Order 2003 mean certain providers (currently BT and KCOM) must continue to meet reasonable requests to provide a connection capable of allowing end-users to make and receive local, national and international telephone calls and facsimile.</p><p>Accordingly, landline-only connections will remain available for customers who wish to retain them.</p><p>Increasingly, telecommunications providers are moving customers away from the traditional telephone network to a digital alternative, which means it is likely these customers will increasingly be provided with their landline services over a fixed voice-over-IP connection.</p><p> </p> more like this

Legislation does not specify that teachers must have a degree in a particular subject of discipline. There is no specific qualification required for physical education.</p><p>In further education, there is no minimum qualification requirement for anyone employed to teach PE or any specific sport or activity. It is for employers to determine the best qualifications and experience required to meet the needs of their pupils. A number of organisations have developed specific qualifications that provide an individual with recognition that they can coach or teach an activity safely.</p>

answer text <p>The Government has undertaken detailed work on COVID-19 with four strands: contain, delay, research and mitigate. Should there be a need to implement restrictions on movement then the Government, in consultation with the Usual Channels, will update the House on the next steps in relation to parliamentary business if there is a need to do so. While COVID-19 has the potential to spread extensively there is no reason to change parliamentary business at this stage. The Government is monitoring the situation closely and providing regular updates to parliament and the general public.</p> more like this

answer text <p>The Business Appointment Rules are set out in the Civil Service Management Code and incorporated into Departmental staff handbooks, which are a part of civil servants’ contractual terms and conditions of service. It is for individual departments to determine how best to communicate with their staff on governance matters.</p><p>Departments are required to publish information on a quarterly basis regarding advice given under the Rules to senior civil servants outside the jurisdiction of the Advisory Committee, and to advise the Cabinet Office of the content of such reports.</p><p>We will shortly publish updated guidance on processing applications under the Rules.</p> more like this

answer text <p>The independent Monetary Policy Committee (MPC) is responsible for setting monetary policy to deliver its primary objective of maintaining price stability. As the MPC remit makes clear, ensuring price stability is an essential pre-requisite for economic prosperity. The MPC is accountable to both Parliament and the public, through regular reports and evidence given to the Treasury Committee. The Bank of England has previously produced analysis of the distributional effects of asset purchases on different groups in society. At the August Inflation Report hearing on 7 September the Bank committed to updating this analysis.</p> more like this

answer text The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East (Mr Ellwood), raised strong concerns over the plans to move the Bedouin population from Area C with the Israeli Justice Minister on 6 October during his visit to Israel and the Occupied Palestinian Territories between 5-8 October The issue was also raised by officials from our Embassy in Tel Aviv in meetings with senior officials in the Israeli Ministry of Foreign Affairs and the Israeli Prime Minister's Office. We regularly make clear, publicly and privately, to Israel our serious concerns about the actual or threatened demolition of Palestinian homes and infrastructure in the West Bank, and the need for a planning process that adequately addresses the needs of Palestinian communities. Demolitions cause unnecessary suffering to ordinary Palestinians; are harmful to the peace process; and are, in all but the most exceptional of cases, contrary to international humanitarian law. The Fourth Geneva Convention is clear that the destruction of any real or personal property in Occupied Territory is not justified unless it is rendered absolutely necessary by military operations. We also make clear to Israeli officials that forcible transfer would be a breach of International Humanitarian Law and would have serious ramifications on Israel’s international standing.
