Each commissioning organisation involved in the procurement process produced their own lessons learnt report, and the decisions around the publication of lessons learned reports are for individual integrated care boards (ICBs). With reference to guidance and support to ICBs on procurement, NHS England published the Strategic framework for the NHS Commercial Sector on 28 November 2023, a copy of which is attached.<\/p>

The framework aims to encourage regional collaboration between integrated care systems by creating regional collaborative commercial organisations. These will operate as group procurement organisations in providing the necessary system leadership, capability and capacity to deliver strategic commercial outcomes and supply chain efficiencies, and will be designed against a national blueprint to ensure consistency.<\/p>

The requirements set out in the Schedule to the Electronic Communications (Universal Service) Order 2003 mean certain providers (currently BT and KCOM) must continue to meet reasonable requests to provide a connection capable of allowing end-users to make and receive local, national and international telephone calls and facsimile.<\/p>

    Information for the number of individuals employed by private providers to teach PE in primary schools is not available as data is only collected from a sample of state-funded secondary schools with electronic timetabling.<\/p>

    The number and proportion of hours of PE taught by a teacher without a relevant post-A level qualification, in state funded secondary schools, in each of the last five years for which data are available, is provided in the table attached. A relevant post-A level qualification is a level 4 qualification or above in PE, sports science, sports physiology, sports psychology, or dance (including ballet).<\/p>

    Data for 2020 is not available because, due to the COVID-19 outbreak, schools and local authorities were not required to provide information on teacher qualifications during the November 2020 school workforce census.<\/p>

    All entrants to teaching must hold a first degree from a United Kingdom higher education institution or equivalent qualification. Legislation does not specify that teachers must have a degree in a particular subject of discipline. There is no specific qualification required for physical education.<\/p>

    In further education, there is no minimum qualification requirement for anyone employed to teach PE or any specific sport or activity. It is for employers to determine the best qualifications and experience required to meet the needs of their pupils.     The Business Appointment Rules are set out in the Civil Service Management Code and incorporated into Departmental staff handbooks, which are a part of civil servants\u2019 contractual terms and conditions of service. It is for individual departments to determine how best to communicate with their staff on governance matters.<\/p>

    Departments are required to publish information on a quarterly basis regarding advice given under the Rules to senior civil servants outside the jurisdiction of the Advisory Committee, and to advise the Cabinet Office of the content of such reports.<\/p>
