answer text <p>The HIV Action Plan is the cornerstone of our approach in England to drive forward progress and achieve our goal to end new HIV transmissions, AIDS and HIV-related deaths within England by 2030. A key principle of our approach is to ensure that all underserved populations benefit equally from improvements made in HIV outcomes, including marginalised women. This includes scaling up HIV testing in targeted, high-risk populations and increasing equitable access to and use of HIV pre-exposure prophylaxis (PrEP).</p><p>Initial analysis recently published by the UK Health Security Agency show that HIV opt-out testing in emergency departments in local authority areas with extremely high HIV prevalence has been particularly successful at reaching women with HIV testing. The HIV Action Plan Implementation Steering Group is developing a roadmap to help guide our efforts to improve equitable access, uptake and use of PrEP to meet the needs of key populations at significant risk of HIV, including heterosexual and transgender women, which is expected to be made available by the end of the year.</p><p>HIV Prevention England delivers a nationally co-ordinated programme of HIV prevention work designed to complement locally commissioned HIV prevention in areas with high HIV prevalence and for communities at risk of HIV transmission, with a particular focus on women, and includes the promotion of evidence-based HIV prevention interventions such as condom use.</p>

answer text <p>Following a decision by the Deputy Prime Minister last year, there will now be greater scrutiny of Parole Board recommendations on open prison moves. The test for considering a recommendation for open conditions for Indeterminate Sentence Prisoners (ISPs) will change, and I will write to the noble Lord in due course to provide an update.</p><p>Our primary responsibility is to protect the public and it remains the case that the independent Parole Board will grant those serving indeterminate sentences release only once they have demonstrated they will no longer pose a significant risk to the public.</p> more like this

answer text <p>The Government is considering all possible steps to help ensure the continuity of medicine supply to Northern Ireland, including over-the-counter (OTC) medicines. All OTC medicines can be licensed by the Medicines and Healthcare products Regulatory Agency (MHRA) as the regulator for Northern Ireland, in line with the European Union’s rules.</p><p>The Department is working with the European Commission, as the representative of all EU Member States including Ireland, to resolve any outstanding issues relating to implementation of the Northern Ireland Protocol, including supply of OTC medicines. This includes discussions on medicines supply at recent meetings of the Ireland/Northern Ireland Specialised Committee attended by representatives from the EU Member States including Ireland.</p><p>The Government is working closely with industry to assess the impact of the Northern Ireland Protocol on the availability of medicines, including OTC medicines and we are committed to helping ensure the continuity of supply for patients in Northern Ireland.</p><p>We have provided guidance for manufacturers at the end of the transition period on how to maintain supply of medicines to Northern Ireland. We continue to work closely with industry partners, through our engagement channels and ad hoc queries and will continue to work alongside colleagues in the Border and Protocol Delivery Group and Her Majesty’s Revenue and Customs to help ensure sector readiness for all implementation steps. We will set out the requirements for manufacturers to supply OTC medicines to Northern Ireland from 1 January 2022 in due course.</p>

answer text <p>This government believes that a university education should be available to everyone who has the potential to benefit from it, and that higher education providers must continue to take steps to level the playing field for those from disadvantaged backgrounds and other under-represented groups. All providers wishing to charge tuition fees above the basic fee level must have an access and participation plan agreed by the higher education regulator, the Office for Students. Through these plans, providers set out the targets and their planned activity to support improved access and successful participation for students from disadvantaged backgrounds and under-represented groups.</p><p>The current student finance system removes financial barriers for those hoping to study and is backed by the taxpayer. The government provides maintenance loans and supplementary grants to help with the costs of living, targeting the most support at those from the lowest income families. Living costs support increased by 10.3% for eligible students on the lowest incomes in 2016/17 compared to the previous system. Further inflationary increases in living costs support have been made in each academic year since with a further increase of 2.9% announced for the 2020/21 academic year taking the support available for the lowest income students to record levels.</p><p>Student loan repayments are linked to income, not to interest rates or the amount borrowed. The repayment system is designed to be progressive and borrowers on lower incomes are not obliged to repay their loans, with outstanding debt written off after 30 years.</p>

answer text <p>DFID’s Memorandum of Understanding with the United Nations Relief and Works Agency (UNRWA) requires it to apply transparency standards in line with the UK Aid Transparency Guarantee and the International Aid Transparency Initiative for all funding received from DFID. All of UNRWA’s annual reports are published on UNRWA’s website. The Aid Transparency Index is an initiative run by the independent organisation ‘Publish What you Fund’ which selects aid organisations for inclusion based upon its own criteria. The Government has not pressed Publish What you Fund to include UNRWA in its index as we respect its independence and do not seek to influence the index’s coverage.</p> more like this

answer text <p>Asylum seekers and their dependants who would otherwise be destitute are supported by the Home Office under the powers set out in section 95 of the Immigration and Asylum Act 1999.</p><p>The support usually consists of free furnished accommodation (with utility bills and council tax paid) and a weekly cash allowance to cover their other essential living needs. The current level of the allowance is £36.95 per week for each supported person in a household. Asylum seekers and their dependants who are accommodated by friends or relatives can apply to receive the cash allowance if they need help to cover their essential living needs.</p> more like this

answer text <p>NHS England has identified the Staffordshire clinical commissioning groups (CCGs) as high risk, and as such is monitoring their performance on a monthly basis with a full quarterly review of finance and performance. NHS England increases the intensity of performance reviews where there are significant shortfalls. This includes weekly meetings with CCGs where appropriate.</p><p> </p><p> </p><p> </p><p>Collaborative working relationships are a critical factor in securing sustainable services in any local health economy. The Commissioning Congress has been set up in Staffordshire to bring together both CCGs and local authority commissioners. The Congress will lead the Transformation Strategy which will drive the service redesign of the Staffordshire Health and Social Care economy to secure financial and clinically sustainable services in the long term. The Congress will engage with local providers in developing these plans to ensure that there is a single five-year plan for the local health economy. This work will lead to a full public consultation on those services during the autumn of 2015.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>The Congress brings together the combined skills, knowledge and expertise of commissioners to work the provider sector on defining the range, scale and scope of services changes to ensure Staffordshire is both clinically and financially sustainable in the long term.</p><p> </p>
