The HIV Action Plan is the cornerstone of our approach in England to drive forward progress and achieve our goal to end new HIV transmissions, AIDS and HIV-related deaths within England by 2030. A key principle of our approach is to ensure that all underserved populations benefit equally from improvements made in HIV outcomes, including marginalised women. This includes scaling up HIV testing in targeted, high-risk populations and increasing equitable access to and use of HIV pre-exposure prophylaxis (PrEP).<\/p>

Initial analysis recently published by the UK Health Security Agency show that HIV opt-out testing in emergency departments in local authority areas with extremely high HIV prevalence has been particularly successful at reaching women with HIV testing. The HIV Action Plan Implementation Steering Group is developing a roadmap to help guide our efforts to improve equitable access, uptake and use of PrEP to meet the needs of key populations at significant risk of HIV, including heterosexual and transgender women, which is expected to be made available by the end of the year.<\/p>

The Government is considering all possible steps to help ensure the continuity of medicine supply to Northern Ireland, including over-the-counter (OTC) medicines. All OTC medicines can be licensed by the Medicines and Healthcare products Regulatory Agency (MHRA) as the regulator for Northern Ireland, in line with the European Union\u2019s rules.<\/p>

The Department is working with the European Commission, as the representative of all EU Member States including Ireland, to resolve any outstanding issues relating to implementation of the Northern Ireland Protocol, including supply of OTC medicines. This includes discussions on medicines supply at recent meetings of the Ireland/Northern Ireland Specialised Committee attended by representatives from the EU Member States including Ireland.<\/p>

The Government is working closely with industry to assess the impact of the Northern Ireland Protocol on the availability of medicines, including OTC medicines and we are committed to helping ensure the continuity of supply for patients in Northern Ireland.<\/p>

We have provided guidance for manufacturers at the end of the transition period on how to maintain supply of medicines to Northern Ireland. This government believes that a university education should be available to everyone who has the potential to benefit from it, and that higher education providers must continue to take steps to level the playing field for those from disadvantaged backgrounds and other under-represented groups. All providers wishing to charge tuition fees above the basic fee level must have an access and participation plan agreed by the higher education regulator, the Office for Students. Through these plans, providers set out the targets and their planned activity to support improved access and successful participation for students from disadvantaged backgrounds and under-represented groups.<\/p>

The current student finance system removes financial barriers for those hoping to study and is backed by the taxpayer. The government provides maintenance loans and supplementary grants to help with the costs of living, targeting the most support at those from the lowest income families. Living costs support increased by 10.3% for eligible students on the lowest incomes in 2016/17 compared to the previous system. Further inflationary increases in living costs support have been made in each academic year since with a further increase of 2.9% announced for the 2020/21 academic year taking the support available for the lowest income students to record levels.<\/p>

Student loan repayments are linked to income, not to interest rates or the amount borrowed. NHS England has identified the Staffordshire clinical commissioning groups (CCGs) as high risk, and as such is monitoring their performance on a monthly basis with a full quarterly review of finance and performance. The Commissioning Congress has been set up in Staffordshire to bring together both CCGs and local authority commissioners. The Congress will engage with local providers in developing these plans to ensure that there is a single five-year plan for the local health economy. St Helena Government (SHG) issued the Pre-Qualification Questionnaire (PQQ) for the air service procurement in June 2014. The PQQ is the first stage of the air service procurement and will allow interested airlines to register their intent to bid for the air service.<\/p>

Enterprise St Helena (ESH), St Helena's Economic Development Agency, is leading St Helena's plans to develop its tourism industry and its accommodation. In parallel, ESH is working with local businesses to ensure that the island's tourist attractions are developed and accredited to international standards.<\/p>
