answer	answer is ministerial correction date of answer 02/08/2024 answer text <p>The Government is dedicated to fostering the growth and global leadership of the arts and creative sectors, which significantly bolster the UK’s economic prosperity, contributing 5.7% of the UK’s total Gross Value Add in 2022 (£124.6 billion). They enrich people’s lives, and play a vital role in presenting the UK as an attractive location to visit and invest.</p><p>We are determined to improve the UK’s trade and investment relationship with the EU by dismantling unnecessary barriers to trade. For the arts and creative sectors, this includes helping UK performing artists tour within the EU, enabling easier trade in the art, publishing and advertising sectors and facilitating greater cultural exchanges with the EU, as set out in the Government’s manifesto and <em>Creating Growth: Labour’s Plan for the Arts, Culture and Creative Industries.</em></p><p>We have no immediate plans to conduct a formal review of the effect of leaving the EU on the arts and creative industries. Our focus is on working to reset the relationship with our European friends, neighbours and allies. The Prime Minister has had early positive early calls and meetings, including with European Commission President Ursula von der Leyen, and key leaders in EU Member States. The Minister for the Constitution and European Union Relations and the Foreign Secretary have also held early senior ministerial engagements with European counterparts, including at NATO and the European Political Community. The Government is investing approximately £300 million through the Family Hubs and Start for Life programme to deliver a step change in outcomes for babies, children, parents and carers in 75 local authorities in England with high deprivation. Through joined up and enhanced universal services delivered through transformed family hubs, the programme will ensure all parents and carers can access the support they need, at the time they need it. We are also continuing to roll-out Mental Health Support Teams in schools and colleges across England.</p><p>Health services should be available and accessible at times and locations that meet the needs of children, young people, and families. Schools and nurseries can function as particularly effective settings. The department received c.16,000 submissions in response, which are currently being carefully considered. We aim to publish a white paper by the end of the year outlining our conclusions and policy proposals.</p><p><strong> </strong></p><p>The Gambling Commission’s consultation and call for evidence on Remote Customer Interaction (including on issues to do with affordability) closed on 9 February and received over 13,000 responses. The Commission is reviewing that evidence and intends to publish an interim update on progress and to set out next steps in due course. answer	answer is ministerial correction date of answer 22/01/2020 answer text <p>NHS Resolution manages clinical negligence and other claims against the National Health Service in England, and shares learning from claims to help improve safety for patients and staff. NHS Resolution has a responsibility to settle justified claims fairly and promptly and defend unjustified claims to secure NHS resources. Each case must be considered on its own merits and it is important that a proper investigation is undertaken. NHS Resolution aims to get to the right answer as quickly as possible in every case and to help resolve claims sooner, and without the need for court proceedings. To support this NHS Resolution launched a new mediation service in December 2016.</p><p>NHS Resolution strategy specifically references its aim to prevent claims entering litigation unnecessarily. In certain circumstances litigation is unavoidable, for example where a child is involved and the court is required to approve a damages award or if the statutory limitation period has expired for the commencement of legal proceedings. NHS Resolution challenges important issues of principle in the courts, including the appeals courts where necessary. Decisions to go to trial are not taken lightly but sometimes it is necessary so that public funds are not spent on compensating cases which do not have merit. In 2018/19, of 106 cases taken to trial with court judgements handed down, NHS Resolution successfully defended 69%. Testing claims at trial often has wider implications for other similar cases, potentially deterring further claims without merit. In 2018/19 over 70% of claims were settled without formal court proceedings being taken. It is not possible to estimate conclusively how many litigated clinical negligence claims will result in damages being paid.</p><p>NHS Resolution is an arm’s length body of the Department and is accountable to the Department. Its performance is subject to regular review through the Department’s sponsorship arrangements. The Department’s assessment is that NHS Resolution is a well-run and efficient organisation and that it has had some success, within the current legal framework, in containing the cost of NHS litigation. The National Audit Office, in its report <em>Managing the costs of clinical negligence in trusts</em> published in September 2017, corroborated with this assessment. A copy of the report is attached.</p><p>NHS Resolution regularly agrees large-scale contracts for legal services, using its position as a bulk purchaser to obtain the best expertise at value for money for the health service. answer	answer is ministerial correction date of answer 28/10/2019 answer text <p>The health and safety of women and girls, and clarity and certainty for the medical profession, is at the forefront of the Government’s approach in complying with the legal duty under section 9 of the Northern Ireland (Executive Formation etc) Act 2019.</p><p> </p><p>As the duty has now come into effect, there have been some immediate changes to the law in Northern Ireland. We do not expect there to be any additional services available ahead of the new legal framework being in place by 31 March 2020. It is important that we get the legal framework right and are confident that service provision in Northern Ireland can meet women and girls’ needs.</p><p> </p><p>In the meantime, women and girls resident in Northern Ireland will be able to continue to access services in England, with all costs of the procedure, including travel and, where needed, accommodation, being paid for from 22 October 2019.</p><p> </p><p>Healthcare professionals who have a conscientious objection should follow guidance from their professional body. Of those, 25 personnel are supporting the UN and EU Missions, providing training, mentoring, and logistical support to the African Union Mission in Somalia (AMISOM), and developing the Somali National Army. The purpose of those Missions is to counter the terrorist threat from Al Shabaab and to help strengthen security and stability within Somalia and the wider East Africa region. The 25 includes the first eight personnel committed by the Prime Minister to the UN in Somalia at the UN General Assembly session in September 2015. This should involve work in source and transit countries to ensure migrants are protected, smuggling networks are closed down, that border management is improved, and to ensure that there is increased awareness of the risks of attempting a perilous journey to reach Europe. We are working with EU partners to ensure these elements are included in the EU’s response to tackling the problems in the Mediterranean. answer	answer is ministerial correction date of answer 18/06/2014 answer text <p>The following information about decisions on the new security contract arrangements was published in March 2014:</p><p>“In March 2015, the current contract with the Metropolitan Police Service (MPS) to provide armed protection, policing and security officer functions will expire. Over the last year, the Security Arrangements Renewal Programme (SARP) Board has been working to analyse options and make a recommendation on new contract arrangements to be introduced next year. That recommendation was endorsed by the Lords House Committee and the Commons Commission.</p><p>The agreed recommendation is that the two Houses should renegotiate with the MPS to continue to provide security officer functions, armed protection and policing, whilst moving the provision of the search and screening function for the three main public entrances (Black Rod's Garden, Cromwell Green and Portcullis House) to a specialist commercial provider. The Clerk of the House and the Clerk of the Parliaments have now written to the Metropolitan Police Commissioner requesting new arrangements from 2015, and a commercial procurement for search and screening will start soon.</p><p>This is a major contract for Parliament, both in terms of its financial value and its central role in ensuring the security of parliamentarians, employees and visitors to the Parliamentary Estate. As well as continuing to benefit from the expertise and experience of the Metropolitan Police officers and staff, new search and screening arrangements at the busiest public entrances will be better able to provide the greater flexibility and scalability needed to meet Parliament's changing requirements for public access”.</p><p>Discussions with the Metropolitan Police Service on future arrangements are continuing. Security matters are not discussed on the floor of the House and the House Committee has agreed to the initial approach taken by the Security Arrangements Renewal Programme Board. That Committee will be further consulted during the process.
