The Government is dedicated to fostering the growth and global leadership of the arts and creative sectors, which significantly bolster the UK\u2019s economic prosperity, contributing 5.7% of the UK\u2019s total Gross Value Add in 2022 (£124.6 billion). They enrich people\u2019s lives, and play a vital role in presenting the UK as an attractive location to visit and invest.<\/p>
We are determined to improve the UK\u2019s trade and investment relationship with the EU by dismantling unnecessary barriers to trade. For the arts and creative sectors, this includes helping UK performing artists tour within the EU, enabling easier trade in the art, publishing and advertising sectors and facilitating greater cultural exchanges with the EU, as set out in the Government\u2019s manifesto and Creating Growth: Labour\u2019s Plan for the Arts, Culture and Creative Industries.<\/em><\/p> We have no immediate plans to conduct a formal review of the effect of leaving the EU on the arts and creative industries. Our focus is on working to reset the relationship with our European friends, neighbours and allies. The Prime Minister has had early positive early calls and meetings, including with European Commission President Ursula von der Leyen, and key leaders in EU Member States. The Minister for the Constitution and European Union Relations and the Foreign Secretary have also held early senior ministerial engagements with European counterparts, including at NATO and the European Political Community. Further engagements will be taking place over the coming weeks and months.<\/p> We recognise that strengthening the relationship will take time, but this Government is ambitious and wants to move forward at pace, with clear manifesto priorities for the creative and cultural sectors.<\/p> <\/p>"}

NHS Resolution has a responsibility to settle justified claims fairly and promptly and defend unjustified claims to secure NHS resources. Each case must be considered on its own merits and it is important that a proper investigation is undertaken. NHS Resolution aims to get to the right answer as quickly as possible in every case and to help resolve claims sooner, and without the need for court proceedings. To support this NHS Resolution launched a new mediation service in December 2016.<\/p> NHS Resolution strategy specifically references its aim to prevent claims entering litigation unnecessarily. In certain circumstances litigation is unavoidable, for example where a child is involved and the court is required to approve a damages award or if the statutory limitation period has expired for the commencement of legal proceedings. NHS Resolution challenges important issues of principle in the courts, including the appeals courts where necessary. Decisions to go to trial are not taken lightly but sometimes it is necessary so that public funds are not spent on compensating cases which do not have merit. In 2018/19, of 106 cases taken to trial with court judgements handed down, NHS Resolution successfully defended 69%. Testing claims at trial often has wider implications for other similar cases, potentially deterring further claims without merit. In 2018/19 over 70% of claims were settled without formal court proceedings being taken. It is not possible to estimate conclusively how many litigated clinical negligence claims will result in damages being paid.<\/p> NHS Resolution is an arm\u2019s length body of the Department and is accountable to the Department. Its performance is subject to regular review through the Department\u2019s sponsorship arrangements. The Department\u2019s assessment is that NHS Resolution is a well-run and efficient organisation and that it has had some success, within the current legal framework, in containing the cost of NHS litigation. The National Audit Office, in its report Managing the costs of clinical negligence in trusts<\/em> published in September 2017, corroborated with this assessment. A copy of the report is attached.<\/p> NHS Resolution regularly agrees large-scale contracts for legal services, using its position as a bulk purchaser to obtain the best expertise at value for money for the health service. The contracts include a combination of fixed and capped fees as well as competitive hourly rates for its panel firms, which are also required to support NHS Resolution\u2019s work to learn from claims to improve safety.<\/p>"}

We recognise that this is a sensitive issue, and consideration is being given to providing for conscientious objection in the new legal framework for access to abortion in Northern Ireland.<\/p> <\/p> The Government will be shortly consulting on this proposed framework.<\/p>"}

Over the last year, the Security Arrangements Renewal Programme (SARP) Board has been working to analyse options and make a recommendation on new contract arrangements to be introduced next year. That recommendation was endorsed by the Lords House Committee and the Commons Commission.<\/p> The agreed recommendation is that the two Houses should renegotiate with the MPS to continue to provide security officer functions, armed protection and policing, whilst moving the provision of the search and screening function for the three main public entrances (Black Rod's Garden, Cromwell Green and Portcullis House) to a specialist commercial provider. The Clerk of the House and the Clerk of the Parliaments have now written to the Metropolitan Police Commissioner requesting new arrangements from 2015, and a commercial procurement for search and screening will start soon.<\/p> This is a major contract for Parliament, both in terms of its financial value and its central role in ensuring the security of parliamentarians, employees and visitors to the Parliamentary Estate. As well as continuing to benefit from the expertise and experience of the Metropolitan Police officers and staff, new search and screening arrangements at the busiest public entrances will be better able to provide the greater flexibility and scalability needed to meet Parliament's changing requirements for public access\u201d.<\/p> Discussions with the Metropolitan Police Service on future arrangements are continuing. Security matters are not discussed on the floor of the House and the House Committee has agreed to the initial approach taken by the Security Arrangements Renewal Programme Board. That Committee will be further consulted during the process. I have no plans to initiate a debate on the floor of the House.<\/p>"}
