answer	answer is ministerial correction date of answer 19/12/2023 answer text <p>Care providers have a responsibility to ensure their chosen candidates have the right skills to work in care. As part of this, they should assess a candidate’s English language proficiency at the interview stage of the recruitment process. This applies to both candidates from overseas who they will be offering sponsorship to, and candidates already in the UK, if English is not their first language.</p><p>For staff who are recruited from overseas, English language proficiency requirements are set by the Home Office, as a condition to qualifying for a Skilled worker visa, including care workers and senior care workers on the Health and Care Worker visa. Individuals from overseas must be able to prove they can speak, read, write and understand English to at least level B1 on the Common European Framework of Reference for Languages (CEFR) scale. The Government committed to providing an additional £10 billion in real terms by 2020-21 to back the NHS’s plan, enabling it to deliver key priorities like seven day care, improved access to cancer treatments and better mental health services.</p><p> </p><p>All public services, local NHS areas need to live within the budget agreed – otherwise they effectively take up resources that could be spent on GPs, mental health care, and cancer treatment. In the past year alone, this has included building treatment centres to defeat Ebola in Sierra Leone, delivering life-saving aid to Syrian refugees, and providing shelter to people who have lost their homes in the Nepal earthquake. A recent Independent Commission for Aid Impact (ICAI) report noted that the rates paid by DFID were “highly competitive”.
