answer text
The Office of Financial Sanctions Implementation (OFSI) in HM Treasury is responsible for financial sanctions enforcement. OFSI may issue a licence to enable the payment of reasonable fees and/or expenses for the provision of legal services. Providing legal services to a designated person or entity subject to financial sanctions restrictions is not prohibited, a licence is only required to permit payment for these services.

OFSI aims to engage with the substance of licence applications within 4 weeks, however application times can vary where further information is required.

From June 2021 to June 2022 OFSI issued 29 licences for the payment of legal fees. OFSI is unable to provide all of the information requested as it does not collate information on legal expenses licence applications broken down by (a) legal advice and (b) legal representation, or by the involvement of sanctioned (1) individuals or (2) entities, or by the live status of the application, and it would involve disproportionate costs to gather.

The number of active staff in OFSI since Financial Year 2016-2017 can be found in the table below:

Financial Year

Total number of staff

2016-2017

27

2017-2018

30

2018-2019

36

2019-2020

38

2020-2021

40

In light of recent developments in Ukraine, the number of staff has since increased. Releasing further details of OFSI’s headcount by function could prejudice its operational effectiveness.

OFSI publishes an Annual Review containing information on the breakdown of legal expenses licences issued during the preceding financial year. The 2020/21 Annual Review can be found on gov.uk. Data for the 2021/22 financial year is expected to be published in the Autumn and this will include a further update of total OFSI headcount.

answer text
We recognise the impact that family structure can have on children and young people, with research showing that a lack of support from parents can be a risk factor related to involvement in serious violence. This is why we are committed to investing in programmes of work focussed on early intervention and targeted towards young people at risk.

In March of this year, the Home Office announced its £130.5 million investment in tackling serious violent crime, with £23 million being invested in new early intervention programmes to help stop young people being drawn into violence. This includes programmes which use significant moments in a young person’s life, such as when they enter police custody or Accident and Emergency, as opportunities for trained professionals to engage and divert young people away from crime and violence.

Over the three years from 2018-2021, we have also invested a total of £105.5 million, in multi-agency Violence Reduction Units (VRUs) in the 18 areas most affected by serious violence, bringing together local partners to deliver an effective, joined up approach to tackling violent crime and its drivers.

We have also made clear that the Government is determined to crack down on the county line gangs, by funding specialist support for those affected by county lines exploitation, providing one-to-one support to under 25s and their families in the three largest county lines exporting force areas (London, West Midlands and Merseyside) to help them safely reduce and end their involvement.

In addition, we are funding Missing People’s SafeCall service which provides confidential, specialist advice and support to young people and their families/carers who are affected by county lines exploitation.

answer text
The Government remains gravely concerned about continued demolition of Palestinian property by the Israeli authorities including proposals to demolish the Bedouin village of Khan al-Ahmar. Such demolitions could pave the way for settlement building in E1, threatening the possibility of a two-state solution with Jerusalem as a shared capital. The UK has repeatedly called on Israeli authorities to halt proposals to demolish Khan al-Ahmar. Prior to the most recently scheduled Israeli High Court hearing on the matter on 25 September – subsequently postponed - our Embassy in Tel Aviv raised our concerns with the Israeli authorities on 24 September. The Foreign Secretary expressed our concern about the proposals when he met Prime Minister Netanyahu in Israel on 8 March.
more like this

answer text
We continue to monitor the migration situation from the Western Balkans closely, including the Hungarian Government’s plans to respond to increased migrant flows by building a fence along its border with Serbia.

It is vital that all EU Member States ensure the full functioning of the external EU border. That is primarily the responsibility of the Member State concerned, although it is right that the EU and other Member States support those whose borders are under particular pressure. Member States also need to work jointly to address secondary movements of illegal migrants within the EU.

While it may help address the immediate situation, strengthening EU borders will not be sufficient to address current pressures. Instead, the EU must enhance joint efforts with third country partners, including the countries of the Western Balkans, to combat organised immigration crime, deter abuse of Member States’ asylum systems, and address the root causes of illegal migration. That is what Her Majesty's Government is pressing all Member States to do.
