The Office of Financial Sanctions Implementation (OFSI) in HM Treasury is responsible for financial sanctions enforcement. OFSI may issue a licence to enable the payment of reasonable fees and/or expenses for the provision of legal services. Providing legal services to a designated person or entity subject to financial sanctions restrictions is not prohibited, a licence is only required to permit payment for these services.

OFSI aims to engage with the substance of licence applications within 4 weeks, however application times can vary where further information is required.

From June 2021 to June 2022 OFSI issued 29 licences for the payment of legal fees. OFSI is unable to provide all of the information requested as it does not collate information on legal expenses licence applications broken down by (a) legal advice and (b) legal representation, or by the involvement of sanctioned (1) individuals or (2) entities, or by the live status of the application, and it would involve disproportionate costs to gather.

We recognise the impact that family structure can have on children and young people, with research showing that a lack of support from parents can be a risk factor related to involvement in serious violence. This is why we are committed to investing in programmes of work focussed on early intervention and targeted towards young people at risk.

In March of this year, the Home Office announced its £130.5 million investment in tackling serious violent crime, with £23 million being invested in new early intervention programmes to help stop young people being drawn into violence. This includes programmes which use significant moments in a young person’s life, such as when they enter police custody or Accident and Emergency, as opportunities for trained professionals to engage and divert young people away from crime and violence.

Over the three years from 2018-2021, we have also invested a total of £105.5 million, in multi-agency Violence Reduction Units (VRUs) in the 18 areas most affected by serious violence, bringing together local partners to deliver an effective, joined up approach to tackling violent crime and its drivers.

We have also made clear that the Government is determined to crack down on the county line gangs, by funding specialist support for those affected by county lines exploitation, providing one-to-one support to under 25s and their families in the three largest county lines exporting force areas (London, West Midlands and Merseyside) to help them safely reduce and end their involvement.

In addition, we are funding Missing People’s SafeCall service which provides confidential, specialist advice and support to young people and their families/carers who are affected by county lines exploitation.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4877", "label" : {"_value" : "Biography information for Lord Greenhalgh"} } , "answeringMemberPrinted" : {"_value" : "Lord Greenhalgh"} , "dateOfAnswer" : {"_value" : "2021-07-19", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2021-07-19T16:36:22.597Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2021-07-05", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Gangs: Young People"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what assessment they have made of the effect of fatherlessness on young men who are members of gangs.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4184", "label" : {"_value" : "Biography information for Baroness Eaton"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Eaton"} ], "uin" : "HL1683"} , {"_about" : "http://data.parliament.uk/resources/1178547", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1178547/answer", "answerText" : {"_value" : "

The Government remains gravely concerned about continued demolition of Palestinian property by the Israeli authorities including proposals to demolish the Bedouin village of Khan al-Ahmar. We continue to monitor the migration situation from the Western Balkans closely, including the Hungarian Government’s plans to respond to increased migrant flows by building a fence along its border with Serbia.

It is vital that all EU Member States ensure the full functioning of the external EU border. While it may help address the immediate situation, strengthening EU borders will not be sufficient to address current pressures.
