answer text <p>The Cabinet Office’s Office of Government Property is establishing a Reinforced Autoclaved Aerated Concrete Working Group. Objectives include understanding the scale of the issue, developing a register of Government buildings impacted, and sharing remedial best practices. Responsibility for safety of individual buildings remains with departments, their arms-length bodies and wider organisations.</p><p><strong> </strong></p><p>To address property condition and safety issues such as RAAC more widely, in September 2022 the Office of Government Property established the Better Buildings programme on behalf of the Government Property Function.</p><p> </p> more like this

answer text <p>It is the responsibility of local authorities and fire and rescue services to ensure that building owners are complying with their legal obligations to keep their buildings safe, and from April 2024 the Building Safety Regulator will enforce fire safety in buildings above 18 metres or seven storeys. Where building owners are stalling remediation progress, the Government expects regulators to take appropriate action. The Building Safety Act 2022 grants regulators additional enforcement powers in the form of remediation orders and remediation contribution orders, which allow them to apply to the First-tier Tribunal for an order requiring a building owner to fix, and pay to fix, their unsafe building.</p> more like this

answer text <p>Last year, 49 of the largest developers signed a public pledge committing to fix life-critical fire-safety defects in residential buildings 11 metres and over in height which they developed or refurbished in England over the last 30 years. Scotfield and Shephard Construction are not signatories to the pledge</p><p><br> On 30 January 2023, the Government published the developer remediation contract, which sets out the detail of the commitments in the pledge and will be legally binding once signed, and a letter to developers asking them to sign the contract by 13 March. The letter was sent to developers who had signed the pledge and to several who have not signed it and stated that recipients who did not sign the contract by 13 March should expect this fact to be made public</p><p><br> In his statement of 30 January, the Secretary of State made clear that we intend to extend the Scheme in due course to an even larger group of developers who are associated with unsafe buildings 11 metres and over in height and who should be paying to fix them.</p>

answer text <p>For work carried out under Government schemes installers are required to be TrustMark registered. There are additional certifications required for energy efficiency measures (PAS - Publicly Available Specifications) and low carbon heating measures (MCS - Microgeneration Certification Scheme). In November 2022, there were 1782 TrustMark businesses across the UK which were certified to PAS or MCS standards.</p><p> </p><p>The Mace market intelligence report commissioned by BEIS last year outlined that in 2021 there were 154,748 individuals installing energy efficiency measures in England. Research undertaken last year by Eunomia indicates there are between 36,000 and 87,000 non-domestic retrofit businesses in the UK.</p> more like this

answer text <p>The Government expects all developers to do the right thing, irrespective of whether they have signed the building safety repairs pledge. We are in ongoing discussions with several developers who have not signed the pledge and will invite them to sign the finalised self-remediation contract.</p><p>We have made clear that developers who fail to do the right thing face significant commercial consequences. In August, we made commencement regulations that are an important step towards giving Ministers powers to stop developers who fail to do the right thing from commencing developments for which they have planning permission and from being granted building control sign-off.</p> more like this
