The Cabinet Office\u2019s Office of Government Property is establishing a Reinforced Autoclaved Aerated Concrete Working Group. Objectives include understanding the scale of the issue, developing a register of Government buildings impacted, and sharing remedial best practices. Responsibility for safety of individual buildings remains with departments, their arms-length bodies and wider organisations.<\/p>

Government departments are working together on this issue. Guidance has been published by the Department for Education<\/a> that will help building owners understand the process of assessing, investigating and developing a Reinforced Autoclaved Aerated Concrete (RAAC) management and remediation strategy; although it is aimed at the education sector the general principles are applicable to all buildings. It is the responsibility of local authorities and fire and rescue services to ensure that building owners are complying with their legal obligations to keep their buildings safe, and from April 2024 the Building Safety Regulator will enforce fire safety in buildings above 18 metres or seven storeys. Where building owners are stalling remediation progress, the Government expects regulators to take appropriate action. Last year, 49 of the largest developers signed a public pledge committing to fix life-critical fire-safety defects in residential buildings 11 metres and over in height which they developed or refurbished in England over the last 30 years. Scotfield and Shephard Construction are not signatories to the pledge<\/p>


On 30 January 2023, the Government published the developer remediation contract, which sets out the detail of the commitments in the pledge and will be legally binding once signed, and a letter to developers asking them to sign the contract by 13 March. The letter was sent to developers who had signed the pledge and to several who have not signed it and stated that recipients who did not sign the contract by 13 March should expect this fact to be made public<\/p>

For work carried out under Government schemes installers are required to be TrustMark registered. There are additional certifications required for energy efficiency measures (PAS - Publicly Available Specifications) and low carbon heating measures (MCS - Microgeneration Certification Scheme). In November 2022, there were 1782 TrustMark businesses across the UK which were certified to PAS or MCS standards.<\/p>

The Government expects all developers to do the right thing, irrespective of whether they have signed the building safety repairs pledge. We are in ongoing discussions with several developers who have not signed the pledge and will invite them to sign the finalised self-remediation contract.<\/p>

We have made clear that developers who fail to do the right thing face significant commercial consequences.
