answer text
The Government clearly recognises that high childcare costs can affect parents’ decisions to take up paid work or increase their working hours which is why the changes to the UC childcare element announced in the Spring Budget 2023 will provide generous additional financial support to parents moving into work and/or increasing their working hours.

The Department will address the issue of ‘upfront’ childcare costs by exempting any Flexible Support Fund (FSF) payment for upfront childcare costs made to childcare providers from the UC childcare cost calculation when parents move into work or significantly increase their working hours. In practice, this means that the parent will be reimbursed for up to 85% of that FSF payment, as if they had paid it themselves. This provides parents with a significant payment of childcare costs, upfront, to use for their next set of childcare costs, thereby easing UC claimants into the UC childcare costs payment cycle.

The Department will also increase the generosity of the UC childcare costs ‘caps’ (maximum amounts) - Allowing parents to claim back over £300 more for one child or over £500 for two or more children of their childcare costs per month. This will increase the caps from £646.35 for one child and £1,108.04 for two or more children to £950.92 and £1,630.15 respectively.

By September 2025, eligible working parents of children aged 9 months to when they start school will be able to get 30 hours of free childcare in England.

As set out in the Spring Budget, and the health is everyone’s business consultation response, increasing access to quality occupational health (OH) services can support disabled people and people with health conditions to remain in and thrive in work. This can contribute to reducing health-related inactivity.

To increase access to OH the government is delivering a range of actions including: proposals to consult on tax incentives to encourage greater take-up of OH and new ways to boost OH coverage; an expanded trial of a subsidy for SMEs and the Self Employed to purchase OH services; a £1m fund to stimulate innovation in the OH market focussed on new models of service delivery and better use of technology; and plans to develop the multidisciplinary OH workforce needed to deliver services.

answer text
Nothing is more important than keeping children safe and in suitable education.

Local authorities have a duty to make arrangements to establish, as far as it is possible, the identities of children of compulsory school age in their area who are not registered pupils at a school and are not receiving suitable education otherwise than at a school. Local authorities should trace those children and ensure that they receive full-time education.

A pupil’s name can only be deleted from a school’s admission register where one of the grounds prescribed in Regulation 8 of the Education (Pupil Registration) (England) Regulations 2006 as amended has been met. All schools must notify the local authority when a pupil’s name is to be deleted from the admission register under any of the grounds prescribed in Regulation 8, as soon as the ground for removal is met and no later than the time at which the pupil’s name is removed from the register. They must provide information about the pupil to the local authority when they do so.

The department has made clear the practice of off-rolling, whereby children are removed from school rolls without formal exclusion in ways that are in the interests of the school rather than the pupil, is unacceptable.

To support schools to welcome back all pupils from the beginning of the autumn term, the government has published extensive guidance. We are asking schools to work with families to secure regular attendance from the start of term as this will be essential to help pupils catch up on missed education, make progress and promote their wellbeing and wider development.

answer text
No. In line with Government’s Standards for Grants, none of the grants made under the Tampon Tax Fund can be used to lobby HM Government. We will shortly finalise the specifics of the grant agreements for each of the 70 projects that successfully applied to the Tampon Tax Fund this year, to ensure that taxpayers’ money is put to best use. We will only make grants where we are 100% certain that they align with the aims of the fund.
more like this

answer text
NHS England and Monitor are working closely together to ensure that the payment system supports service developments in the vanguard sites (including those where integrated diabetes care is a focus) as well as monitoring local innovative approaches to supporting integrated care taken by some clinical commissioning groups (CCGs). This is to ensure that the payment system keeps abreast with the development of future service models and is not a barrier to the development of new models of care.

During 2016/17, NHS England will look at the current incentives and funding arrangements for diabetes to see how greater alignment could be achieved between the financial incentives for primary and secondary care.

Information on how much money the National Health Service invested in structured education for diabetes patients is not collected centrally.

Under the Health and Social Care Act (2012), NHS England has a statutory duty to conduct an annual assessment of every CCG. Since April 2013, CCGs have been assessed twice, for the period 2013/14 and for 2014/15.

For 2016/17, NHS England will introduce a new CCG Improvement and Assessment Framework (CCG IAF). This new framework will align with NHS England’s mandate and planning process, with the aim of driving improvements in a number of key areas including the management and care of people with diabetes.

NHS England has been working with Diabetes UK on including diabetes indicators in the CCG IAF. The proposed diabetes indicators are:

- the percentage of diabetes patients that have achieved all three of the National Institute for Heath and Care Excellence recommended treatment targets; and

- newly diagnosed diabetes patients referred to, or attending, a structured education course.

Under the proposals, diabetes will also be one of the six clinical priority areas in the CCG IAF that will be overseen by an independent group.

The CCG IAF proposals are subject to the outcome of an engagement process which closed for comments on February 26 2016.
