answer text
The UK Government is aware of continued disruption to the Lachin Corridor, including to the flow of humanitarian goods and civilians. The UK raised this issue most recently on 2 March at the OSCE, and concerns were also conveyed by the Minister for Europe during his visit to Azerbaijan in February 2023. The UK has taken note of the judgement from the International Court of Justice in relation to the Lachin Corridor, and encourages all parties to consider its implementation. We will continue to urge both parties to negotiate to reach a lasting peace agreement, and to honour all their commitments.
more like this

answer text
The Government keeps the impact of the burning of biomass, including woodchip, on carbon dioxide (CO2) emissions under review.

The UK only supports biomass for heat and electricity generation which complies with strict sustainability criteria, and generating stations utilising biomass only receive subsidies in respect of compliant biomass. These criteria include a minimum 60% lifecycle greenhouse gas emissions saving, compared to emissions from an EU fossil fuel comparator for electricity. The calculation requires transport, growing and processing emissions to be included. The greenhouse gas savings requirement will be tightened in a trajectory to 2025.

Those plants using biomass, with a capacity greater than or equal to one megawatt, must also prepare an annual sustainability report, compiled by a third-party auditor/verifier which will provide assurance that biomass is from sustainable sources.

Recent analysis done in relation to the Renewable Heat Incentive (RHI) scheme estimated lifetime carbon savings as follows:

Lifetime carbon savings (MtCO2e) from RHI installations (for all types of solid biomass, not just woodchip).

Domestic biomass boilers

2.4

Non-domestic biomass boilers

37.5

Biomass CHP

3.9

Total

43.8

answer text
UK officials have seen the report, which claims that 78% of international development aid money for the Occupied Palestinian Territories (OPTs) is used to import goods from Israel. We cannot confirm the validity of this claim, but we note that the report does not claim that international development aid is not reaching the intended Palestinian beneficiaries for humanitarian purposes. DFID implements a robust monitoring and evaluation system to ensure that UK aid reaches the intended beneficiaries and achieves the best development outcomes, with a strong focus on ensuring value for money for the UK taxpayer. As the report notes, the Palestinian economy is highly reliant on Israel for trade, particularly for the imports of goods and services. According to the United Nations Conference on Trade and Development, trade with Israel accounted for around half of Palestinian trade in 2016. The UK consistently calls on the Israeli Government to ease movement and access restrictions in the OPTs to help unlock trade opportunities with other countries.

answer text
At the General Election this Government reaffirmed its commitment to maintaining the strong protection for the Green Belt set out in the National Planning Policy Framework. The Framework makes clear that most new building is inappropriate there, and that a Green Belt boundary may be altered only in exceptional circumstances, using the Local Plan process. We have no plans for a review of Green Belt policy. However, we are consulting on proposals to allow development on brownfield sites in Green Belt for starter homes, and for neighbourhood plans to be able to allocate Green Belt land for small starter home developments where locally approved.
more like this
