answer text <p>To support the zero emission van market, the Government has already introduced regulatory flexibilities for electric vans by increasing the regulatory weight threshold from 3.5 tonnes to 4.25 tonnes for driver licence and operator licence rules.</p><p>The Department carried out a call-for-evidence on MOT testing last year, which, among other things, asked the public for views on changing MOT testing rules for 3.5t-4.25t zero emission vans. The findings have since been analysed and the Government published its response in January.</p><p>Officials have continued to engage with industry on the issues of MOT testing, drivers’ hours and tachographs for 3.5t-4.25t zero emission vans to understand how Government can remove barriers to decarbonisation for fleets. Safety is a primary consideration in assessing any changes to regulatory weight thresholds.</p> more like this

answer text <p>I very much welcome the work that this group has and continues to do. The findings from the Local Government Association coastal special interest group survey will help to inform our planned evidence-based national assessment on the issues regarding these historic coastal landfill sites, which are varied and complex. This, together with a full review of previous and other current activity in this space, will enable us to consolidate and provide a true and accurate picture of the issue, and assist those local authorities who have the responsibility for managing these sites to identify the most effective and cost beneficial way forward.</p><p><br> My officials will continue to work closely with our LGA colleagues as this work progresses, and we value their continued insight and support.</p> more like this

answer text <p>We will always have enough capacity to accommodate those committed to custody by the courts. As of 29 May, we have reduced useable operational capacity by around 2,600 places in order to ensure prisons can implement a compartmentalisation strategy to isolate the symptomatic, shield the vulnerable and quarantine new arrivals to reduce risk. Further reductions in useable capacity will depend on further population reductions and we will continue to monitor the situation closely.</p><p> </p><p>In March, temporary restrictions were put in place to minimise movements between jails and reduce face-to-face probation meetings to avoid thousands of prisoners and staff becoming infected with COVID-19. Since then, strong further measures have been implemented, including the early release of low-risk offenders, temporary expansion of the prison estate, and work to reduce the number of those held on remand. These measures have helped to contain the spread of the virus so far and limit deaths.</p><p> </p><p>This action has helped to reduce the prison population, allowing jails to implement ‘compartmentalisation’.</p><p> </p><p>Inter-prison transfers are currently limited, however, as normal measures return across the estate, we will be able to undertake routine inter-prison transfers safely.</p><p> </p><p>The baseline certified normal accommodation (CNA) of the prison estate will not change over the next 12 months (as there are no plans to open new prison places or permanently close any prisons). However, in-use CNA and operational capacity will fluctuate over the next 12 months as places come in and out of use for a range of reasons at selected prisons (mainly as a result of large-scale maintenance projects and/or as part of our response to managing the Covid-19 pandemic).</p><p> </p><p>The number of prisoners held in shared accommodation over the next 12 months will be based on the size of the current and the projected prison population. As at 1 May, 36% of the prison population are sharing cells holding two or more people.</p><p> </p><p>To mitigate the spread of infection in the existing estate, we have been creating space in prisons to remove and reduce cell sharing, provide access to in-cell sanitation, and protect the sick and shield the vulnerable.</p><p> </p><p>Over 850 temporary cells have already been delivered to 25 prisons and 217 are in use. We continue to deliver and install these units to provide single occupancy cells at priority sites to support the successful compartmentalisation of prisoners to prevent the spread of COVID-19. We have also opened an Annex at HMP/YOI Rochester to hold up to 70 men.</p><p> </p><p>Extra headroom is being created as a result of population falls and our support for early release schemes and expediting of remand cases.</p>

answer text <p>Dominica was devastated by Hurricanes Irma and Maria. The UK provided £7m in emergency support, including shelter, food and other essential supplies. We have also committed £25m to support reconstruction. These funds will be delivered through the UK Caribbean Infrastructure Fund, in partnership with the Caribbean Development Bank. A Post Disaster Needs Assessment and discussions with the government of Dominica are informing spending priorities, with a likely focus on repairing the island’s water supply system.</p><p>The UK will also provide a further £8m to strengthen regional and national level disaster response mechanisms. Some of this funding will be used to provide expertise and oversight of the island’s reconstruction programme so that funds are used in the most effective way. All UK funded reconstruction will support the key principle of building back better, so that Caribbean countries and territories are better able to withstand future hurricanes and natural disasters.</p> more like this

answer text <p>DFID historically has tracked and continues to track the impact of its programmes on women’s employment using indicators within each programme’s own monitoring and measurement system. For example a skills development programme in Pakistan is planning to train between 165,000-300,000 women to enhance their income/employment prospects.</p><p>The department does not plan to set any targets related to job creation for the whole organisation because the data and collection methods are not consistent enough between countries to be able to verify and report in the aggregate. DFID is working with international institutions to improve jobs data quality for the long term.</p> more like this

answer text <p>Lady Justice Hallett emphasised on a number of occasions in her report that the letters, however phrased, were not an amnesty. They were not a commitment by the State that individuals would not be prosecuted, whatever the strength of the case against them. They were only ever meant as statements of the facts, as they were believed to be at the time, as to whether or not an individual was wanted for questioning by the police.</p><p>At paragraph 9.15 of her report, Lady Justice Hallett finds that there were no express or implied criteria in the scheme to exclude any particular category of individual.
