answer text <p>The Government welcomes and is open to discussing ideas for reform of the existing licensing regime for powered light vehicles known as L category vehicles where they do not compromise safety standards.</p><p> </p><p>While there are not currently any plans to reform L category licenses, Ministers and officials have met with motorcycle stakeholder representatives to listen to and discuss various motorcycle initiatives, including ideas for reform. The Minister for Road Transport will meet with the MCIA and other motorcycle stakeholders in a roundtable format on 8 May to this and other issues.</p><p> </p> more like this

answer text <p>All e-bikes and e-scooters must comply with product safety legislation including the batteries used to power them. The Government maintains regular contact with the Fire and Rescue Services and has discussed many issues including fire incidents relating to e-bikes and e-scooters. We encourage users to follow available guidance, including from Electrical Safety First and from the London Fire Brigade, alongside manufacturer instructions on safe use.</p> more like this

answer text <p>The introduction of the Health and Care visa in August 2020 has made it quicker and cheaper for regulated health and care professionals, including Senior Care Workers, and their dependants to secure their visa.</p><p>In July, the Government commissioned the MAC to review the impact of ending free movement on the social care sector. The MAC have issued a call for evidence with stakeholders and we look forward to receiving their report in April 2022.</p> more like this

I have therefore asked the Authority to respond.</p><p> </p><p>Dear Lord Mawson,</p><p>As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking for the date by which robust data on the number of deaths from COVID-19 that occur outside of hospitals will be available <strong>(HL3417)</strong>.</p><p>The Office for National Statistics (ONS) is responsible for producing a weekly report on the provisional number of deaths registered in England and Wales including deaths involving the coronavirus (COVID-19)[1]. As part of this report, data is published for deaths registered where COVID-19 was mentioned on the death certificate by place of occurrence, which includes places outside of hospitals such as care homes or the home of the deceased. Additionally, on 28 April, the ONS published data from the Care Quality Commission (CQC) on the number of deaths in care homes involving COVID-19[2]. answer text <p>My hon. Friend the Minister of State for Universities, Science, Research and Innovation has been clear that he wants to see an end to the upwards trend in senior staff pay. Since his announcement on 7 September, the government has published details of its proposed measures.</p><p>We are currently consulting on behalf of the new regulator, the Office for Students (OfS), on its new Regulatory Framework, due to come into force for the academic year 2019/20. Under those proposals, the OfS will be responsible for ensuring providers’ governing arrangements are appropriate, which includes requirements for providers to publish the number of staff paid more than £100,000 per annum, which for staff paid more than £150,000, should include a justification for these salaries.</p><p>We also called on the sector to work through the Committee of University Chairs (CUC) to develop and introduce its own fair remuneration code, and are pleased that the CUC is taking forward the development of this code.</p><p>These measures, once implemented, will deliver greater transparency and accountability, as well as improved value for money for taxpayers and for students.</p>

answer text <p>The term “university” is not defined in legislation. The criteria and processes for obtaining University Title are set out in published guidance, ‘Guidance for higher education providers for applying for university title and university college title’, which the department maintains and updates as necessary.</p><p>There are some references in legislation. Section 77(4) of the Further and Higher Education Act 1992 provides that any educational institution that includes the word “university” in its name and is permitted to do so in accordance with section 77(1) is to be treated as a university for all purposes, unless in that name ”university” is immediately followed by the word “college” or “collegiate”. Section 39 of the Education Reform Act 1988 prohibits an institution from unauthorised use of the word “university” in its name in relation to any educational services it offers.</p><p>There is also a partial definition of “university” in Section 90(3) of the Further and Higher Education Act 1992 and in Section 235 of the Education Reform Act 1988.</p><p> </p><p> </p>

answer text <p>Peer-to-peer lending is an innovative new form of finance and the Government is keen to see this sector continue to grow and evolve.</p><p> </p><p> </p><p>Following representations from the peer-to-peer sector, the Government announced in November 2012 its intention to bring peer-to-peer lending within the regulatory scope of the Financial Conduct Authority from April 2014.
