answer text
The Government has a wide programme of work aimed at tackling gender inequality and supporting women in the workplace.

Since 2017, organisations with 250 or more employees have been required to publish specific data on their gender pay gaps annually, ensuring they are aware of their gender pay gaps and are taking steps to improve gender equality in their organisation.

The Government has taken action to ensure that working parents can balance work and care by expanding childcare entitlements, making flexible working simpler to access, and introducing carer's leave.

Regarding the financial services industry specifically, the Government has taken action to ensure the sector remains world-class, and as productive, innovative and competitive as it can be. In 2016, the Government launched the Women in Finance Charter, which aims to ensure that the right talent is being attracted to the sector and that the best and brightest can continue to rise to the top, regardless of their gender.

The Charter’s Annual Reviews have consistently shown that the Charter has stimulated positive progress across the sector. Participation in the Charter is voluntary, and the first wave of signatories to the Charter started out with an average level of senior female representation of 27%. The signatory base has grown since then and average representation now stands at 35%.

The Treasury Committee’s Sexism in the City inquiry recently made a number of recommendations to the industry, the regulators and Government to consider in order to accelerate progress. The Government will respond to the report and its recommendations in due course.

Data on small boat arrivals by nationality are published on gov.uk.

If by ‘undocumented’ arrivals you meant undetected arrivals, we cannot provide this as by the very nature of these individuals going undetected, we hold no information on them. Based on the latest data in the bulletin ‘Deaths registered weekly in England and Wales, provisional: 15 October 2021’1, there were 7,673 deaths involving COVID-19 registered between 1 July 2021 and 8 October 2021 in England.

Information provided at death registration can be used to identify the presence of pre-existing health conditions. The data are published quarterly in the ‘Pre-existing conditions of people who died due to COVID-19, England and Wales’ dataset2. These are currently available until the end of June 2021. In the second quarter of 2021 (April to June), 18.8% of people who died due to COVID-19 in England and Wales had no pre-existing condition. The data for the third quarter (July to September) will be published on 23 November 2021.

The vaccination status of the deceased is not recorded at death registration unless the certifying doctor or coroner considered it to be relevant to the cause of death. To produce statistics on deaths by COVID-19 vaccination status the ONS has created a linked dataset which includes death registrations, vaccination data from the National Immunisation Management System (NIMS) and Test and Trace data on polymerase chain reaction (PCR) test results. The methods are described in ‘Deaths involving COVID-19 by vaccination status, England: deaths occurring between 2 January and 2 July 2021’3. Unfortunately, this publication only covered deaths that occurred up to 2 July 2021. However, an update of this publication, covering deaths that occurred up to 24 September 2021, will be published on 1 November. Of the 51,281 deaths involving Covid-19 that occurred between 2 January and 2 July 2021, 38,964 (76.0%) occurred in unvaccinated individuals. Please note, however, that this proportion is likely to change in the most recent period, as an increasing number of people are now vaccinated.

Yours sincerely,

Professor Sir Ian Diamond

1 Deaths registered weekly in England and Wales, provisional: 15 October 2021

2 Pre-existing conditions of people who died due to COVID-19, England and Wales

3 Deaths involving COVID-19 by vaccination status, England: deaths occurring between 2 January and 2 July 2021. 13 September 2021

answer text
Higher Education Providers (HEP) with a track record of compliance are able to decide how they assess the English language ability of their students studying at degree level or above. They can make this assessment however they choose and the Government does not impose any requirement for prospective students to travel to another country.

Due to Covid-19, the ability for Higher Education Providers to self-assess the English ability of their prospective students has been exceptionally extended to some students studying below degree level.

Where sponsors are not HEPs, students are required to demonstrate English ability to B1 level. These students must demonstrate their English language ability by undertaking a Secure English Language Test (SELT), or meet one of the exceptions.

There is currently a procurement project underway for SELT. Following mobilisation of new concessions there will be four overseas SELT Providers, which will increase customers choice of location for taking a test.

Both the Chevening and Commonwealth scholarships programmes have poli-cies in place to ensure maximum flexibility and opportunity for scholarship awardees from countries where English language testing facilities are limited or unavailable.

The Chevening Scholarship provides assistance to Chevening scholars who are required to travel internationally to take English Language Testing (ELTs), or if necessary, bring invigilators to posts.

We have also announced £20 million towards developing an Institute of Coding to serve as a national focus for improving digital skills provision as well as established Ada, National College for Digital Skills which will seek to train up to 5,000 students in its first seven years for a wide range of digital careers.

To support those who have already left the formal education system, we announced in the March 2017 Digital Strategy that we will fully fund specified basic digital skills training for adults lacking these vital skills which will mirror existing entitlements for adult literacy and numeracy training. In the Budget we announced that digital skills will be an initial focus of the National Retraining Scheme, along with construction. As part of the scheme, the government will invest £30 million to test the use of artificial intelligence (AI) and innovative EdTech in online digital skills courses, so that students can benefit from this emerging technology, wherever they are in the country.

We are also working with the Department for Digital, Culture, Media and Sport on the digital skills partnership, seeking to work with industry to identify and fill skills gaps across the UK.

answer text
The Spending Review announced funding rising to at least £130 million a year by 2019/20 for the new Work and Health programme, including funding to be devolved to Scotland, focussing support on people with a disability, early access for priority groups and the long term unemployed. We are not yet able to confirm how many disabled jobseekers will access the programme but we expect the majority of people who will start the programme will be disabled people.

The Work and Health Programme is only one part of a wider package of support for disabled people. ‘Improving Lives, The Work, Health and Disability Green Paper’ Cm 9342, published on 31 October, confirms that we will introduce a new Personal Support Package for disabled people and people with long-term health conditions, which includes a range of new interventions and initiatives designed to provide support that is tailored to the individual needs of claimants.

The Package will be delivered through Jobcentre Plus and will be coupled with significant new investment in a new Health and Work Conversation for all ESA claimants and additional Disability Employment Advisers in Jobcentres. We are also investing a further £15m in the Flexible Support Fund for claimants in the Work Related Activity Group.

In addition to this, Specialist Employability Support provides employment support for those who are furthest away from the labour market and have complex needs, making other programmes unsuitable for them. The Green Paper confirmed that we are considering how we should continue this support in the future, including how to provide more places to individuals in the ESA Work-Related Activity Group and UC claimants with limited capability for work.
