The Green Paper explores how the benefits system can better meet people’s needs now and in the future by improving people’s experience of our services, enabling independent living and improving employment outcomes.</p><p> </p><p>The Government is committed to improving the lives of disabled people and yesterday published the National Disability Strategy. answer text <p>The UK is well prepared for this type of outbreak; we are taking all necessary precautions to protect the public, including engaging with industry and the business community to discuss their preparedness planning.</p><p> </p><p>The Government recognises that there has been increased demand on a number of products, including hygiene gel. These shortages are caused by increased consumer demand, rather than supply chain disruption. Retailers are working with suppliers to increase stock and reassure consumers there is no need to buy higher quantities than usual.</p><p> </p><p>We will work with local authorities to extend the hours that deliveries can be made to supermarkets and other food retailers to help the industry respond to COVID-19. The new measures mean retailers can increase the frequency of deliveries to their stores and move stock more quickly from warehouses across the country to replenish their shelves.</p> more like this

answer text <p>Government departments remain responsible for considering the implications of the findings of the Race Disparity Audit on their policies and services. A specialist unit in the Cabinet Office will consider and co-ordinate the next steps.</p><p>The Government has launched a programme of work to tackle some of the ethnic disparities identified in the Audit. This covers the Department for Work and Pensions taking action in twenty targeted ‘hotspots’, the Ministry of Justice taking forward a number of recommendations made in the recent Lammy Review and the Department for Education taking forward an external review to improve practice in exclusions. answer text <p>England has a strong homelessness safety net in legislation, as set out in the Housing Act 1996. The circumstances by which an applicant will be deemed to be in priority need are outlined in the statutory Homelessness Code of Guidance for Local Authorities (2006). Chapter Ten of the Code of Guidance outlines the following categories of applicant who have a priority need for accommodation under the homelessness legislation:</p><p>i) a pregnant woman or a person with whom she resides or might reasonably be expected to reside;</p><p>ii) a person with whom dependent children reside or might reasonably be expected to reside;</p><p>iii) a person who is vulnerable as a result of old age, mental illness or handicap or physical disability or other special reason, or with whom such a person resides or might reasonably be expected to reside;</p><p>iv) a person aged 16 or 17 who is not a ‘relevant child’ or a child in need to whom a local authority owes a duty under section 20 of the <em>Children Act 1989</em>;</p><p>v) a person under 21 who was (but is no longer) looked after, accommodated or fostered between the ages of 16 and 18;</p><p>vi) a person aged 21 or more who is vulnerable as a result of having been looked after, accommodated or fostered;</p><p>vii) a person who is vulnerable as a result of having been a member of Her Majesty’s regular naval, military or air forces;</p><p>viii) a person who is vulnerable as a result of:</p><p>a) having served a custodial sentence,</p><p>(b) having been committed for contempt of court or any other kindred offence, or</p><p>(c) having been remanded in custody;</p><p>ix) a person who is vulnerable as a result of ceasing to occupy accommodation because of violence from another person or threats of violence from another person which are likely to be carried out;</p><p>x) a person who is vulnerable for any other special reason, or with whom such a person resides or might reasonably be expected to reside; and</p><p>xi) a person who is homeless, or threatened with homelessness, as a result of an emergency such as flood, fire or other disaster.</p>

answer text <p>UK counter-terrorism legislation is kept under constant review to ensure the police and the security and intelligence agencies have the powers they need to tackle all new and existing threats, whether home grown or international. Our continued focus rightly seeks to dissuade individuals from travelling to places of conflict and to work with communities to prevent the radicalisation of individuals. We also seek to ensure that where individuals have undertaken illegal activities, whether at home or abroad, they are not beyond the reach of the law and can be prosecuted.</p><p>UK counter-terrorism legislation is subject to robust independent oversight. The Independent Reviewer of Terrorism Legislation, currently David Anderson QC, reviews the legislation and reports his findings to Parliament annually. The Government gives careful consideration to these reports and any recommendations he may make. For example, following a recommendation in his last annual report released in July 2014, officials have opened a dialogue with international non-governmental organisations (INGOs) about their operations overseas and the parameters within which they work. This constructive dialogue is continuing.</p><p>Ensuring an effective response to humanitarian crises is a key objective for this Government. In line with the key humanitarian principles of neutrality and impartiality, we work with trusted humanitarian partners with experience of operating in fragile and conflict affected states, to ensure that aid is delivered to people on a needs basis. In 2015/16 the Department for International Development is working with 18 humanitarian partners in Syria and 18 partners in neighbouring countries. These include UN agencies, Red Cross/Crescent organisations, INGOs and international financial institutions, who in turn work with local NGOs and civil society organisations. The Government also work with a range of partners utilising the Conflict, Stability and Security Fund, including Syrian organisations, INGOs, the private sector, academic institutions, international organisations and other donors. We apply a rigorous process of due diligence, where partners must demonstrate accountable and transparent governance structures and financial procedures, as well as compliance with relevant legislation.</p>

answer text <p>The Government is committed to reforming the EU to the benefit of all Member States, to make it more competitive, democratically accountable and fair for those inside and outside the Eurozone. Political parties have set out their position on the question of the appropriate exercise of competence in the EU. The Government’s policy is clear: we need an EU where decisions are taken at the right level, with issues best left to member states decided at the national level. We have already shown that such reform is possible: cutting the EU budget; ending the UK’s bailout obligations; cutting red tape in line with Business Taskforce recommendations; ensuring our fish stocks are managed regionally rather than centrally, agreeing three major Trade Agreements and launching trade talks with the US.</p><p>Support for EU reform is growing: this summer, the President-elect of the European Commission committed to explore improving the interaction between the Commission and national parliaments, which he recognised have a key role to play in enforcing the principle of subsidiarity; to completing the internal market in products and services; to creating the right regulatory environment and promoting a climate of entrepreneurship and job creation; and to working for a deal that “accepts the specificities of the UK in the EU, while allowing the Eurozone to integrate further.” The European Council also recognised the need for reform. It concluded in June that there was a need to protect the right to free movement from “misuse or fraudulent claims” and that “the concept of ever closer union allows for different paths of integration.”</p><p>The Government’s proposals for EU reform will continue to respect the UK’s obligations under the existing Treaties.</p>
