answer text
Data for local authority food inspectors on 31 March 2023 for England, Wales and Northern Ireland can be found in the attached document. Local authorities report their resources by food hygiene and food standards as there are two separate returns.

The Food Standards Agency (FSA) employs vets in abattoirs, through a Service Delivery Provider (SDP), who deliver Official Controls in England and Wales. They also directly employ vets to approve, audit and assurance Food Business Operators. There are approximately 270 Official Veterinarians (OVs) in abattoirs every day.

The FSA is implementing a suite of measures to maintain sufficient numbers of both OVs and Official Auxiliaries (OAs) in a difficult recruitment environment. This includes, but is not limited to, careful consultation and consideration through our SDP Retender Programme, planning for contingency measures, working across government to address the systemic veterinary challenges impacting on the ability to recruit OVs and running both trainee and qualified OA recruitment exercises.

answer text
The Government is fully committed to tackling the heinous crime of modern slavery, including when it manifests in car washes and nail bars to ensure those who commit these crimes are brought to justice.

The Gangmasters and Labour Abuse Authority (GLAA) protects vulnerable and exploited workers and investigates all aspects of labour exploitation across all sectors in England and Wales. A key element of the GLAA’s role is to support businesses to prevent modern slavery. As set out in its annual business strategy, the GLAA lead engagement with businesses to highlight the risks of modern slavery, and how to spot the signs.

Car washes are a sector identified by the Director of Labour Market Enforcement as high risk of modern slavery and exploitative practice. The Home Office has funded two pilots of the Responsible Car Wash Scheme (RCWS) to examine the efficacy of industry led accreditation, and its code of practice, to raise compliance in hand car washes. RCWS worked closely with the GLAA and the Clewer Initiative on these pilots. We await independent evaluation reports of the pilots.

The GLAA is also working in partnership with the Clewer Initiative and Project Challenger from Greater Manchester to improve understanding of the scale and nature of modern slavery and exploitative practices in the nail bar industry. Findings from this work will help to inform future initiatives to prevent exploitation in this sector.

answer text
We have responded to your request in line with the statistical definition of offending behaviour programmes (OBP) used in the HMPPS Annual Digest and HMPPS Offender Equality Report. Therefore, Sexual Offender Treatment Programmes and Substance Misuse Programmes have been excluded.

National data on all prisoner enrolments (starts) and completions in prison-delivered accredited OBPs are collected and published annually.

The latest available statistics are from April 2019 to March 2020 and were published this month. This data will include some individuals who may have attended more than one accredited programme over time. The available national data does not provide further break-down by those currently in custody or by sentence type to be able to identify who accessed a programme after the expiry of their tariff period. However, data-gathering and further analysis has been able to provide some of the information requested in line with the statistical definition which are primarily for general, domestic violence and violence related offending behaviour programmes. The accredited programmes data was matched with the National Offender Management Information System to obtain data on tariff expiry and this process achieved a 90% match rate of records between the two sources.

The table attached provides the number of indeterminate sentenced prisoners serving a life sentence, and those serving an Imprisonment for Public Protection (IPP) sentence who (a) enrolled on and (b) completed a general or violence offending behaviour course after the expiry of their tariff.

The Government’s primary responsibility is to protect the public. Accredited programmes aim to protect the public and reduce reoffending and are part of a range of rehabilitation and risk reduction opportunities available. In recent years, there has been a reinvestment from shorter, moderate intensity programmes in favour of longer, higher intensity programmes. HM Prison and Probation Service remains committed to supporting the progression of those serving IPP and life sentences in custody, so that the Parole Board may direct their release, or as the case may be, re-release, as soon as it is safe to do so.

question text Her Majesty's Government, in the light of the instruction included on the 2016 London Mayoral election that voters should “Vote once [x] in column A for your first choice, and Vote once [x] in column B for your second choice”, whether they instructed the returning officers for (1) that election, and (2) other mayoral elections, to make it clear to voters that they must vote both for a first choice and for a second choice candidate; if so, on what basis that instruction was given; and whether they intend to review their instructions for future mayoral elections. more like this

answer text
The Government did not issue instructions to Returning Officers for the May 2016 London Mayoral and other mayoral elections to inform voters they must vote for a first choice and second choice candidate. The instruction on the ballot paper reflects how the supplementary vote works but it is for the voter to decide who they wish to vote for and whether they want to vote for one, two or any candidates. The Government is happy to consider any additional information on how to complete a ballot paper for polls using the supplementary vote system but, as was said in our manifesto, we are keen to move to the First Past the Post system for such polls which we think will be clearer and easier for electors to use.
more like this
