answer text <p>HM Prison and Probation Service is using existing resources to deliver the requirements of the IPP Action Plan, ensuring that it is used to best effect to support those serving IPP sentences to achieve their sentence plan objectives and reduce their risks. HMPPS does not allocate funding in such a way as it would be possible to disaggregate specific amounts dedicated to sentence planning, offender management and support for IPP offenders.</p><p>Unto that end, the Action Plan focuses on ensuring offenders can access the required services or interventions in order to take positive steps towards a future release, a sustainable life in the community and, ultimately, the end of their sentence altogether. Further, when it comes to those serving the IPP sentence in prison, the Action Plan requires that they have an up to date sentence plan and are held in a prison which provides the intervention(s) specified in the sentence plan. It is expected that the latest IPP Annual Report and Action Plan will be published in mid-May.</p><p>We have taken significant action through the Victims and Prisoners Bill to curtail IPP licence periods to give offenders the opportunity to move on with their lives. In addition to these changes, the actions this Government is taking are working; the number of prisoners serving the IPP sentence who have never been released now stands at 1,180 as of 31 March 2024, down from more than 6,000 in 2012.</p><p> </p>

answer text <p>Per the recently published Statistics for International Development (SID) for 2021 (https://www.gov.uk/government/collections/statistics-on-international-development) states that bilateral Official Development Assistance (ODA) to Africa decreased by £883 million (33.8 per cent) from £2,610 million in 2020 to £1,727 million in 2021. The country that that experienced the largest country-specific decrease in spend within Africa was Ethiopia. Bilateral ODA to Asia was £1,334 million in 2021, a decrease of £639 million (32.4 per cent) compared to 2020, and the largest decrease in country-specific ODA was experienced by Bangladesh (reduction of £116m from 2020). The FCDO 2021-22 annual report and accounts (https://www.gov.uk/government/publications/fcdo-annual-report-and-accounts-2021-to-2022) provides total Government ODA spend by country in pages 257-285 for the last five financial years.</p><p><br>We do not specifically record the number of projects that saw reductions/elimination of development funding, however the SID states that ODA for 2021 decreased by £3,054 million compared to 2020 which was driven by the Government's decision to reduce ODA from 0.7 per cent of Gross National Income to 0.5 per cent in 2021. The SID reports the change in ODA spend between 2021 and 2020 by sector (page 38) and by region (pages 22/23).</p>

answer text <p>Increasing the current rates of dividend tax to the current headline rates of income tax could theoretically raise around £8 billion a year, based on the 2021-22 tax rates. In practice, significantly less would be raised due to behavioural responses to any increases.</p><p> </p><p>The Government has committed to increase rates of dividend tax by 1.25 percentage points, which is expected to raise £900 million a year by the end of the scorecard, accounting for behavioural responses. The higher rates of dividend tax from 2022-23 would therefore reduce the additional revenue that would be raised from increasing dividend rates to the rates of income tax.</p><p> </p><p>The Government will continue to keep the tax system under constant review to ensure it is simple and efficient.</p> more like this

answer text <p>As of 6 May, in total over £5.5 billion worth of loans have been issued under the Coronavirus Business Interruption Loan Scheme (CBILS) to 33,812 businesses. Lenders have received 62,674 completed applications.</p><p> </p><p>In order to minimise administrative burden and therefore facilitate the issuing of as many loans as possible, the British Business Bank’s system only gathers data from lenders when loans are offered and drawn. Decisions on whether to capture information relating to rejected loans are at the discretion of the lender.</p><p> </p><p>We are working with the British Business Bank, HM Treasury and the lenders on providing transparent and regular data publication going forward.</p><p> </p> more like this

answer text <p>The Environmental Protection Act 1990 Act does not provide a comprehensive definition of litter or refuse, although the courts have considered the definition to be wide. Litter is most commonly assumed to include materials, often associated with smoking, eating and drinking, that are improperly discarded and left by members of the public; or are spilt during business operations as well as waste management operations.</p><p> </p><p>Section 87 of the Environmental Protection Act 1990 says: “A person is guilty of an offence if he throws down, drops or otherwise deposits any litter in any place to which this section applies and leaves it”. Ultimately it is for a court to rule whether a release of sky lanterns would be covered.</p><p> </p><p>An independent study commissioned by Defra and the Welsh Government published in 2013 concluded that the risks to animals or damage to the environment by sky lanterns were relatively minor and that voluntary action and initiatives have been shown to be effective. Based on these findings, we currently have no plans to ban the use of sky lanterns.</p><p> </p><p><strong> </strong></p><p> </p>
