answer text
Under the Windsor Framework, seed potatoes can now move again from Great Britain to Northern Ireland under the terms of the NI plant health label scheme. This means professional operators in Great Britain can send seed potatoes to professional operators in Northern Ireland for commercial growing in Northern Ireland. Once these are planted in Northern Ireland and grown into potatoes for consumption, or used to produce further seed potatoes, they can be sold into Northern Ireland retailers and garden centres for personal use.
more like this

answer text
The Coronavirus Business Interruption Loan Scheme (CBILS) opened for applications on 23 March. As of 21 April, over £2.8 billion worth of loans have been issued to over 16,600 businesses. Lenders have received a total of over 36,000 applications.

At this time we cannot provide a breakdown of CBILS funding by sector, as we have given lenders a temporary dispensation from uploading their data to the British Business Bank’s system in order to let them focus on issuing new loans. This is a pragmatic step that reflects the urgency of getting loans issued. We are working with the British Business Bank, HM Treasury and the lenders on providing transparent and regular data publication going forward.

Government has also made £12.3 billion available to businesses under the Small Business Grants Fund and the Retail, Hospitality and Leisure Grants Fund. On 1 May, the Business Secretary made up to £617 million available to local authorities to support small businesses previously outside the scope of the business grant funding. Local authorities are contacting businesses directly to deliver these grants. See this link for further (attached) information: https://www.gov.uk/government/news/top-up-to-local-business-grant-funds-scheme

As of 3 May, over 697,000 business premises have received grants across the two schemes, totalling £8.6 billion. We do not receive management information from local authorities broken down by sector. We have, however, published, a full breakdown of grant funding allocated to and distributed by each local authority (attached) here: https://www.gov.uk/government/publications/coronavirus-grant-funding-local-authority-payments-to-small-and-medium-businesses.

answer text
Automatic enrolment is driving scale in pension provision and the clear trend is towards larger schemes which are better able to take advantage of the economies of scale including better access to a wider range of investment vehicles.

The Government fully supports the concrete steps the pensions industry has taken to cooperate on investment strategies – for example, the Pensions Infrastructure Platform (PIP) launched in February last year, and the London Collective Investment Vehicle (CIV) currently under development by a number of local authorities’ pension schemes in London.

Moreover, the Government will also work with the Local Government Pension Scheme Administering Authorities more widely to ensure that they pool investments to reduce costs significantly, while maintaining overall investment performance.

Trustees and managers are ultimately responsible for making investment decisions in the best interests of scheme members, and the Government recognises the challenges of the current economic environment for scheme funding. The Pensions Regulator sets out on an annual basis its key messages on current market conditions and how trustees and employers can agree appropriate funding plans that protect members’ benefits without undermining the sustainable growth of the employer.

Ministers continue to meet regularly with key stakeholders from the pensions industry to understand better the range of challenges facing schemes and employers and will consider whether there are further steps the Government could take.

answer text Whilst security for claimants and those returning to their land is a key concern, our 2013 Human Rights Report (released on 10 April 2014) notes that some progress has been made on the issue of land restitution. Since January 2012 there have been 64,815 registered land restitution claims. In his recent meeting with President Santos on 7 November, the Deputy Prime Minister, the right hon. Member for Sheffield Hallam (Mr Clegg), welcomed the Colombian government’s efforts to improve respect for human rights in Colombia, including through its land restitution and victims reparations processes. Our Embassy in Bogota runs several human rights projects to help improve Colombia’s land registry process, increase access to protection measures and raise awareness of the UN guiding principles on business and human rights. Officials from our Embassy also meet regularly with indigenous and Afro-Colombian communities and we also funded a project aimed at developing the role of organisations in protecting communities’ rights to the territories. We are following closely several emblematic land restitution cases; our Ambassador raised the cases of the Curvaradó and Jiguamandó communities with the Ministry of the Interior in July and acts as an observer on the case.
