question text To ask His Majesty's Government, further to the Written Answer by Baroness Penn on 23 November 2023 (HL173), what mechanisms are available to members of the House of Lords to encourage, via an arm’s length publicly funded body, development of land which has been historically identified and allocated for such a purpose, such as that at Great Kyne in Peterborough. more like this

answer text
The Government sets clear delivery expectations in regards to developing land for housing. The role of an arm’s length body is to deliver against the government’s policy objectives, which it does via a range of agreed interventions. Arm’s length bodies are fully delegated to deliver these interventions on behalf of the government and work with a large number of delivery partners to bring a wide range of sites and projects forwards for housing. The site at Great Kyne was originally put forward for development in 2016 but was not allocated in the Local Plan by Peterborough City Council. The site was again put forward for consideration as part of the development allocation for future housing need in September 2023. The decision on whether the site will be allocated in the Local Plan rests with Peterborough City Council.
more like this

The national eligibility criteria aims to support the most disadvantaged children. It is right to target the support based on evidence of which children stand to benefit the most but are least likely to be accessing a place.

The Healthy Start Scheme is the responsibility for the Department of Health and Social Care.

Free school meal eligibility is kept under review ensuring that these meals are supporting those who most need them.
more like this

Our biosecurity standards remain as high as they always have done, and these goods remain entirely safe for NI consumers to enjoy. The Government has seen no evidence of chilled meats moved from Great Britain finding their way onto the EU market.

We welcome the fact that we have been able to agree an extension of the grace period on chilled meats moving from Great Britain to Northern Ireland. This means that Northern Ireland consumers will be able to continue to buy chilled meat products from Great Britain, and allows for further discussions to continue on a permanent solution without requiring the UK to dynamically align with EU rules.

more like this

answer text
The Government wants to deliver better journeys for drivers. Utility works are essential, but they should not be in place any longer than is absolutely necessary.

Whilst we are satisfied that the regulatory arrangements are working well, we continue to keep them under review to modernise and update legislation and statutory guidance where necessary, and where it will lead to improvements in the way that these works are managed.

Recent examples include a consultation on lane rental powers published on 2nd September. Lane rental allows local authorities to charge utility companies for works on the busiest roads at the busiest times. We will shortly be publishing updated statutory guidance relating to inspections. In 2015, we updated regulations and guidance on permit schemes that are now in place in almost 60% of local authority areas and which are resulting in more effective management of street works and reductions in their duration. We continue to work with stakeholders to encourage more local authorities take up and adopt permit schemes.

The Spending Review 2015 committed to continued free access to the permanent collections of the national museums and galleries as part of a settlement that maintained funding in cash terms for museum and galleries over the Spending Review period. Museum policy is a devolved matter for their respective administrations although the National Museums of Wales and Scotland are also free of charge, as are the National Armed Forces museums sponsored by the Ministry of Defence.
more like this

answer text
To date, the UK has only provided one educational course to the Burmese military: ‘Managing Defence in a Wider Security Context’ - a non-combat, academic course delivered to 30 military officers and government officials in January 2014. The course covered the importance of good governance in defence and professionalism in a nation’s Armed Forces, the observation of human rights obligations and preventing sexual violence. We did not make provision of this course conditional; such education and our exchanges with the Burmese military are themselves aimed at changing mindsets.

We regularly address the issue of sexual violence by the Burmese army with the Burmese government and with the military. We continue to make clear that where serious crimes have been committed, those who have perpetrated them should be held accountable for their actions. We lobby on preventing sexual violence in conflict areas, on encouraging the Burmese military to step back from politics, and on action to tackle human rights issues such as the use of child soldiers. The Minister of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for East Devon (Mr Swire), raised the issue of rape and sexual violence with the Burmese army's Commander-in-Chief and military northern commander during his visit to Burma in January. Mr Swire also urged the Burmese Deputy Minister for Foreign Affairs, who attended the Ending Sexual Violence in Conflict Summit in the UK in June 2014, to ensure a quick and credible action plan to implement the Declaration on Ending Sexual Violence.
