answer text
NHS England has now approved plans to fully delegate the commissioning of appropriate specialised services to integrated care boards (ICBs), including specialised HIV services, in the East of England, Midlands and the North West regions of England from April 2024.

NHS England will also continue to jointly commission appropriate specialised services with ICBs, including specialised HIV services, in the South West, South East, London and the North East and Yorkshire regions of England for a further year. This will help support a smooth transition of commissioning responsibility by April 2025.

The national service specification sets out the requirement for agreeing pathways which define responsibility for meeting non-HIV needs of patients and identify shared care, including clinical psychology and psychological support services.

From 2018/19, all NHS Talking Therapies services have been commissioned to establish pathways for people living with long-term physical health conditions as a key mechanism to ensure the delivery of increased access to psychological therapies. The NHS Talking Therapies Programme has developed an e-learning module for Talking Therapies staff on HIV. This will enable therapists to support people with anxiety and depression related to the experience of living with HIV.

answer text
The Department welcomes the National Audit Office (NAO) report. Decisions about the Strategic Projects Team (SPT) are, however, for NHS England. Following an internal review and the NAO report, NHS England identified concerns about the work of the SPT. As a result, the SPT will close and all its ongoing commitments will be reviewed with a view to bringing them to a conclusion.

NHS Improvement advises that it also welcomes the NAO report and is working closely with NHS England and the Department to consider assurance processes for such complex transactions. NHS Improvement further advises that its focus since May has been liaison with the NAO on its report and joint consideration with NHS England of the assurance issues raised.

NHS England confirms that the NAO investigation supports the findings of its previously published independent review. Before the NAO investigation, NHS England had already commissioned a follow-up review focusing on the role of external advisors, the effectiveness of the Gateway review process, and the role of the clinical commissioning group leadership and governing body. This work continues and NHS England expects to publish findings later this summer.

More widely, NHS England has been undertaking assessments of current and planned novel contracts and is developing an assurance framework for contracts of this sort. This is being informed by the findings of the Uniting Care reviews.

answer text
The Global Summit to End Sexual Violence in Conflict held in June 2014 set in motion a series of practical steps and commitments which all focus on ensuring that survivors of sexual violence in conflict can access justice and receive the long-term support that they require. This includes providing support for women’s groups who work with survivors.

In support of this the British Government announced £6m of new UK funding for survivors. Of this, £5m came from the Department for International Development (DfID) in the form of £4.25m to the UN Trust Fund to End Violence against Women, administered by UN Women, and £750,000 to the International Organisation from Migration. The Foreign and Commonwealth Office announced £1m for the International Criminal Court’s Trust Fund for Victims, as well as £400,000 for the UN’s survivor support programme in Bosnia and Herzegovina. In the next few months we intend to work with local and international partners to implement the International Protocol on the documentation and investigation of sexual violence in conflict, launched at the Global Summit, in both the Democratic Republic of Congo and Bosnia and Herzegovina.
