answer text <p>For taxis, which can be hailed in the street or at taxi ranks in the area in which they are licensed, local licensing authorities can set maximum fares. These should pay regard to the needs of the travelling public and what it is reasonable to expect people to pay, but also to the need to give taxi drivers the ability to earn a sufficient income. Regulated metered fares provide an important element of consumer protection as passengers do not pre-book the journey. Many authorities have been reviewing their maximum taxi fares this year in light of the increasing pressure on everyone’s finances.</p><p> </p><p>Local authorities have no power to set fares for private hire vehicles. These services must be booked in advance and the competitive pre-booked market allows operators to compete on price as well as other factors such as quality of service and reputation.</p><p> </p> more like this

answer text <p>The Department’s Best Practice Guidance suggests that signs or notices that set out the expectations of passengers when travelling in a taxi or private hire vehicle (PHV) are displayed. This could include that passengers ensure they are aware of the fare on the meter and notify the driver if it is approaching the limit of their financial means. When a fare has been agreed before setting off passengers should ensure they have the means to pay before travelling.</p><p> </p><p>Legislation allows taxi drivers to recover unpaid fares and costs to be recovered should a passenger refuse to pay.</p> more like this

answer text <p>It is not possible to identify from centrally held data the number of defendants successfully prosecuted for an offence of avoidance of taxi fares in each year since 2010, as there is no current specific offence for the avoidance of taxi fares. Any successful prosecutions under these circumstances would be dealt with for a broader offence under specific legislation, such as: any dishonest act obtaining services for which payment is required, with intent to avoid payment – Fraud Act 2006 (S.11), and making off without payment (Theft Act 1978 (S.3) but it is not possible to identify which offences involved avoidance of taxi fares from centrally held information.</p> more like this

answer text <p>Taxi and private hire vehicle licensing, including taxi fare regulation, is carried out by local licensing authorities. They have no power to determine private hire vehicle fares or prescribe how they are calculated. Private hire fares are set by licensed operators and when booking a private hire vehicle, customers can obtain a quote or estimate for a journey in advance.</p><p> </p><p> </p><p> </p><p>The Law Commission has recently completed a comprehensive review of taxi and private hire legislation and recommended retention of the current system for setting taxi and private hire vehicle fares. The Government is currently considering the Law Commission report and will provide a full response in due course.</p><p> </p> more like this
