answer	answer is ministerial correction date of answer 19/05/2020 answer text <p>The Government is aware of the consequent pressures of the COVID-19 pandemic on doctoral students and their ability to complete work. This is a difficult time for all post graduate students, academic staff and researchers.</p><p>UKRI is continuing to engage with the higher education sector and have made sure that all doctoral students funded by UKRI will continue to be paid their stipend. On 9 April it was announced that it will offer a costed extension of up to six months for UKRI PhD students due to complete by 31 March 2021 whose study has been impacted by the pandemic. Those students not in their final year may be granted extensions on a case by case basis.</p><p>On 24 April, UKRI issued detailed guidance to universities on how the policy should be implemented. UKRI has outlined that universities must put in place processes that are based upon the principles of ensuring all UKRI doctoral students are supported to complete their projects and that they should be treated fairly, generously and sympathetically given the disruptions caused to research programmes and individual’s personal circumstances.</p><p> </p><p>UKRI will continue to engage with the wider sector about the implementation of the extension and to identify and understand future impact. answer	answer is ministerial correction date of answer 13/06/2019 answer text <p>I regularly meet with universities, university groups and UKRI to discuss a number of issues. The government’s target to reach a total of 2.4% of GDP invested in R&amp;D by 2027 will mean increasing the numbers of highly trained people working in research and innovation, including PhD graduates. In 2017/18, UKRI’s direct funding was supporting around 22,000 studentships, about 22% of the UK total. In addition, Research England’s QR Research Degree Programme (RDP) supervision fund provides more than £250 million of annual funding contributing to the costs that universities face in supervising research degree programmes.</p><p> </p><p>In many cases, this investment is also made in partnership, leveraging further support from higher education institutions and industry to maximise the impact from the public investment. For example, in 2019, UKRI invested £100m in 16 new Centres for Doctoral Training (CDTs) in Artificial Intelligence, based at 14 UK universities with 300 partners. Project partners are investing £78 million in cash or in-kind contributions and partner universities are committing a further £23 million, resulting in an overall investment of more than £200 million.</p><p> </p><p>Given the large commitments partner universities make to these investments, we are mindful of the need to maintain sustainability. answer	answer is ministerial correction date of answer 06/03/2018 answer text <p>The Higher Education and Research Act 2017 (HERA) provides clarity on the respective responsibilities of the Office for Students (OfS) and UK Research and Innovation (UKRI), including with regard to postgraduate students.</p><p> </p><p>The OfS is responsible for protecting the interests of all students (including postgraduate taught and research students) and the quality of all regulated provision, working with the designated quality body, the Quality Assurance Agency. OfS will be responsible for the funding of taught postgraduate education, including the teaching grant currently allocated for this purpose through Higher Education Funding Council for England (HEFCE). It will be the regulator for all degree awarding powers (DAPs), but in respect of research DAPs, there is provision for taking into account the views of UKRI.</p><p> </p><p>UKRI will be responsible for all research funding, which will include the funds that Research Councils currently distribute for doctoral studies. UKRI will also be responsible for all research funding currently distributed by HEFCE, including quality-related research funding, which has an element to support the provision for doctoral students in England. UKRI, through its councils, will also be responsible for the financial sustainability of the research base. The two organisations will work together and with other bodies to understand the pipeline and take oversight of the health of disciplines through all levels of education, including postgraduate.</p><p> </p><p>The two bodies are also committed to working effectively together on areas of mutual interest, including postgraduate provision, and are developing a collaboration agreement to support this aim. This will remain the case for the duration of their course, even if the UK exits the European Union during that period.</p><p>Applications for the 2018/2019 Academic Year do not open until September 2017 and we will ensure students applying have the relevant information in advance of this date.</p><p>With regards to research funding, we have clarified that EU students who are eligible for Research Council support for postgraduate training under current rules will continue to be eligible if they have been (or will be) recruited to start in the 2017/2018 Academic year. We estimate that a similar number of students will take out the loan in each of the Academic Years 2017/18 and 2018/19. These estimates will be reviewed in light of the student applications received in the first year of the loan’s operation. The new master’s loan will be available to eligible students including those UK students ordinarily resident in England or EU nationals resident elsewhere in the EU who meet the loan’s eligibility criteria.
