answer text
We published our Delivery plan for recovering access to primary care in May 2023, which sets out how we are moving toward a ‘Modern General Practice’ model. This plan is backed by £240 million of retargeted funding going to provide digital services with the goal of increasing access. A copy of the plan is attached.

The sole method for general practices (GPs) to procure these digital services is via NHS England procurement frameworks, which list pre-approved suppliers for digital and IT services. This is to ensure consistency in service provisions, as each supplier must meet a set of requirements to be entered into a framework.

Each practice will run a procurement for these services and will select a supplier based on their differing specifications for how the IT systems will best meet their patients’ needs. Each supplier will offer varied services with varied benefits, including capabilities which allow patients and service users to request and receive support relating to healthcare concerns, at a time and place convenient for them.

As of March 2024, 93% of general practices now have digital telephony systems, this has enabled GP teams to manage multiple calls and helping to end the ‘8am rush’ for appointments. Trials show that this has increased patients’ ability to get through to their practice by almost a third.

answer text
Department Ministers regularly meet with general practice (GP) stakeholders to discuss a broad range of topics. The Delivery plan for recovering access to primary care, published by NHS England in May 2023, set out actions on how bureaucracy and workload can be cut by improving the interface between primary and secondary care. This includes cutting unnecessary burdens on GPs through the Bureaucracy Busting Concordat, published in August 2022, and streamlining the Investment and Impact Fund from 36 to five indicators from 2023/24.  The expanded primary care teams funded through the Additional Roles Reimbursement Scheme add extra clinical capacity, helping to reduce the burden on GPs.
more like this

When a GP does close, patients are informed of the closure and advised to register at another local practice of their choice within their area.

The closure of a GP surgery is an issue that is considered and decided upon by local commissioners, following an application from a GP provider. answer text
We recognise that despite the hard work of general practice teams, some patients are still struggling to access care in a timely way. That is why we have published our Delivery plan for recovering access to primary care. The plan has two central ambitions: to tackle the 8am rush and reduce the number of people struggling to contact their practice, and for patients to know on the day they contact their practice how their request will be managed.

We will achieve this by rolling out new digital tools and telephone systems which can help practices to better match their capacity to patient demand, backed by £240 million in retargeted funding. The plan also includes further measures to empower patients to do more themselves, cut bureaucracy for general practitioners (GPs) and build capacity to deliver more appointments by diversifying the workforce. We have also increased the number of doctors working in general practice and record numbers of GPs are in training.

We have now delivered on our commitment for 50 million more GP appointments per year, with 364.1 million booked across the last 12 months.
