answer text <p>Defra works closely with the Department for Levelling Up, Housing and Communities, and with the insurance industry, to consider access to the Flood Re scheme. The Flood Re scheme allows for those living in properties of three units or less where the freeholder lives in one of the units to be offered discounted premiums. Blocks of four or more units are classified as a commercial business, the Flood Re scheme does not apply for buildings insurance. All tenants and leaseholders, regardless of the size of block, are able to obtain contents insurance supported by Flood Re.</p> more like this

answer text <p>There is currently no evidence of a widespread systemic problem for residents in accessing insurance, where they are ineligible for Flood Re. Tenants and leaseholders are able to obtain contents insurance supported by Flood Re regardless of the size of the block.</p><p> </p><p>The British Insurance Brokers’ Association and the Association of British Insurers has established a Signposting Service, to help source insurance. The signposting service has assisted over 13,000 enquiries since its launch in September 2022. This is further supported by a Code of Practice for insurers which sets out good practice in dealing with consumers who are having difficulty accessing flood insurance, including communicating exclusions to customers.</p> more like this

answer text <p>Prior to Flood Re, research found that 9% of policy holders with a prior flood claim could obtain flood insurance quotes from two or more insurers and 0% could get quotes from five or more. Following the Scheme’s launch, around 96% of households with prior flood claims can now receive quotes from five or more insurers, with most customers getting more than ten quotes. Flood Re is available via more than 85 insurance brands representing 94% of the home insurance market. More than 450,000 properties have benefitted since the scheme’s launch.</p><p> </p><p>The Flood Re scheme is reviewed every five years to ensure that it is efficient and effective. The first Quinquennial Review (QQR) was published by Flood Re in July 2019 and made recommendations to the Government. The next QQR is due in 2024.</p> more like this

answer text <p>Government conducts recurring research into the affordability and availably of flood insurance. There is no evidence of a systematic problem for businesses at high flood risk not accessing insurance. However, we recognise that access to affordable insurance may be an issue for some businesses and research in 2018 found that 2% of small businesses were not able to find suitable insurance cover for flood risk. <br></p><p>There are a number of business insurance solutions offered by the insurance market, such as insurers who offer increased flood excess with reduced premiums, and parametric insurance which allows property owners to set the level of premium in line with an agreed level of risk. The British Insurers Brokers’ Association (BIBA) also have members who can provide cover for those that are ineligible for Flood Re.</p><p> </p><p>We are working with the insurance industry and the wider commercial sector to help businesses become more resilient to flooding, through the joint Government and industry Property Flood Resilience (PFR) roundtable and through the development of a PFR roadmap by the end of 2022.</p>

answer text <p>The Government recognises the impact that flooding incidents have on communities and sympathises with those affected. Whilst some communities have been badly affected, we have thankfully not seen the severe, widespread impacts that were forecast.</p><p> </p><p>The Government Flood Recovery Framework is typically only activated where severe weather with significant impacts has occurred across multiple local authorities. The Framework is run by the Department for Levelling Up, Housing and Communities and activation of the framework is an agreement made across Government.</p><p> </p><p>Businesses in high flood risk areas can shop around for the best insurance quote and could consider using an appropriate broker. There are already several innovative products being offered to businesses by the industry such as the British Insurers Brokers Association scheme to help small and medium-sized enterprises and provide flood cover for those that are ineligible for Flood Re. Other innovative solutions include insurers who offer increased flood excess with reduced premiums, and parametric insurance which allows property owners to set the level of premium in line with an agreed level of risk.</p><p>Defra is working with the insurance industry and the wider commercial sector to help businesses become more resilient to flooding, through the joint government and industry Property Flood Resilience (PFR) roundtable and through the development of a PFR roadmap by the end of 2022.</p><p> </p>

answer text <p>Following the independent review of flood insurance in Doncaster, Defra commissioned industry to gather data from insurers on the number of policies sold with flood exclusions. The data samples from the Association of British Insurers and British Insurance Broker’s Association currently suggests less than 0.5% of policies sold have flood exclusions.</p><p> </p><p>Defra are also conducting further research into the affordability and availability of flood insurance which will also seek to understand the scale of flood exclusions. The study will conclude in summer 2022. Defra officials have met the Financial Conduct Authority to discuss flood exclusions. However, the evidence base for supporting the need for a regulatory change is inconclusive at this stage.</p><p> </p><p>We continue to work closely with the British Insurance Brokers’ Association, the Association of British Insurers and Flood Re to agree a new signposting service and Code of Practice. The Code of Practice will set out the role of insurers and brokers to ensure customers are appropriately informed of their available options, including eligibility for the Flood Re scheme. When launched, participating insurers and brokers will be asked to signpost customers to the new specialist directory of providers if they are unable to provide flood insurance cover. The interventions will be embedded throughout industry by summer 2022.</p>

answer text <p>Current planning rules state that development in floodplains should be avoided where possible. Where development in a flood risk area is necessary, it should be made safe and appropriately flood resilient without increasing flood risk elsewhere.</p><p> </p><p>Properties constructed since 2009 should therefore already be able to access insurance at affordable prices. Flood Re is designed to help existing properties at flood risk, built before 2009, who could not otherwise access affordable flood insurance.</p> more like this
