<p>Driving offences can have very serious and sometimes devastating consequences for
victims and their families. That is why the Government is reviewing driving offences
and penalties.</p><p>The average fine (£) for selected offences under the Road Traffic
Act 1988, in England & Wales, from 2010 to 2013 (the latest available) can be
