answer text <p>DWP monitors the Discretionary Housing Payments (DHP) scheme through statistical returns from local authorities on their use of DHP funds. DWP knows from this data collection that the DHP scheme is effective as local authorities are well placed to make decisions about relative need and priority.</p><p> </p><p>DHP statistics are published twice a year, for the first 6 months of the financial year and then for the whole of the financial year. These statistics can be found <a href="https://www.gov.uk/government/collections/discretionary-housing-payments-statistics" target="_blank">here.</a></p><p> </p><p>DWP considers the allocation of DHPs to individual local authorities each year. In doing this we monitor evolving demand and trends by analysing administrative data on those eligible to apply for DHPs through receipt of Housing Benefit or Universal Credit Housing Element, and the information that local authorities provide regarding the amount of DHP funding they are awarding.</p> more like this

answer text <p>The Government allocated £140m in Discretionary Housing Payments (DHP) funding in 2021-22 and £100m in 2022-23 to Local Authorities in England and Wales. Local Authorities administer the DHP scheme as they are best placed to make informed judgements about relative priorities and needs in their area to ensure that the most vulnerable are supported and the funds are targeted effectively.</p><p> </p><p>Local Authorities mandatorily submit DHP expenditure information at mid-year, which covers expenditure over the first 6 months of the financial year (1<sup>st</sup> April to 30<sup>th</sup> September), and end-of-year which covers spend for the whole of the financial year (1<sup>st</sup> April to 31<sup>st</sup> March). answer text <p>Local authorities (LAs) administer the Discretionary Housing Payments (DHPs) scheme.</p><p> </p><p>The latest DHP expenditure data held by DWP covers Quarter 1 (Q1) of financial year 2022-23 and is taken from voluntary expenditure returns from 253 out of 331, or 76%, of LAs in England and Wales.</p><p> </p><p>This data indicates that those LAs who provided a return have spent 27% of their overall DHP budget in the first quarter of 2022-23.</p><p> </p> more like this

answer text <p>Overall Discretionary Housing Payments funding is £100m in 2022/23, which is 29% less than the £140m that was available in 2020/21.</p><p> </p><p>In addition to the central government contribution, English and Welsh Local Authorities can top up DHP funding up to a maximum of two and a half times this figure using their own funds.</p><p> </p><p>Since 2011, the Government has provided almost £1.5 billion in DHPs to LAs to help support claimants who require further financial assistance with housing costs. In addition, the Government has made a further £2 billion available over the next three years to tackle and help prevent homelessness and rough sleeping.</p> more like this
