answer text <p>The total cost of the R&amp;R Programme, from 2020-21 until the end of 2022-23, is £297m. This includes the costs of the Parliamentary Works Sponsor Body and Restoration and Renewal Delivery Authority which were established in April and May 2020 respectively (including £5m of costs in April 2020 before the Delivery Authority was formally incorporated). It also includes the costs of Restoration and Renewal Client Team, which took over the sponsor function for the programme from the Sponsor Body in January 2023.</p><p>The total forecast spend for the current financial year (2023-24) is £83m, which includes the costs of the Delivery Authority and the R&amp;R Client Team.</p><p>The Delivery Authority’s Main Estimate for 2024-25 is currently subject to parliamentary scrutiny and approval. As well as parliamentary approval being required for the initial budget provision, the Delivery Authority’s expenditure is subject to regular scrutiny and challenge throughout the financial year including by the R&amp;R Client Team and House finance teams, Delivery Authority Board, R&amp;R Programme Board, R&amp;R Client Board and Parliamentary Works Estimates Commission.</p><p>The Delivery Authority’s funding is based on what is required to deliver the key activities tasked to it by the R&amp;R Client Team. The Delivery Authority seeks to ensure that its expenditure remains taut and proportionate for the activities required to deliver the Programme and constantly re-assesses its resources, scaling up or down as appropriate. The R&amp;R Programme routinely publishes information on costs, for instance in quarterly reports, annual reports, and memoranda provided to the Parliamentary Works Estimates Commission.</p>

answer text <p>In July 2023 the Restoration and Renewal (R&amp;R) Client Board endorsed the R&amp;R Programme Board’s recommended shortlist of R&amp;R delivery options. This included a “full decant” option where both Houses move out of the Palace at the same time (with the Commons prioritised for earlier return) and an option whereby the House of Commons would maintain a “continued presence” in varying locations in the Palace during the works and the House of Lords would move out of the Palace. The Client Board has also requested that a fallback option of enhanced maintenance and improvement forms part of further detailed design work on these options to inform a decision on the preferred way forward in due course, currently expected in 2025.</p><p>The Client Board considered it important that more than one option should be subject to further detailed design work and analysis in order to meet the spirit of the new mandate for R&amp;R agreed by both Houses last year and to reflect that members of both Houses have differing views about how the programme can best be delivered.</p>

answer text <p>The Parliamentary Archives are due to complete their move from the Victoria Tower in 2025. The future use of the internal space of Victoria Tower is currently within the scope of the Restoration and Renewal Programme as future occupation is likely to require substantial renovations. In line with the mandate set by the Houses, the Delivery Authority has been developing a wide range of options for the restoration and renewal work. These will be shortlisted into a smaller number of options by the R&amp;R Programme Board and the R&amp;R Client Board before summer recess and both Houses will be asked to approve a way forward later this year. The Programme will deliver to the requirements set by Parliament.</p><p>The Delivery Authority, working with the Restoration and Renewal Client Team and Strategic Estates, is currently considering the feasibility of early works that could be delivered as part of the Restoration and Renewal Programme in a number of areas including the Victoria Tower.</p>

answer text <p>Restoring Parliament is already boosting UK industries, and the Restoration and Renewal Programme is committed to ensuring that the opportunities and benefits are spread as widely as possible across the whole of the UK.</p><p>The Programme will use UK materials wherever possible and create jobs and apprenticeships across the country, from engineering and high-tech design to traditional crafts such as carpentry and stonemasonry.</p><p>99% of the Delivery Authority’s supply chain expenditure to date has been with UK-based companies. The Delivery Authority’s procurements are advertised using the Government’s Find a Tender service.</p><p>A series of events is underway across all of the devolved nations and regions of the UK to raise awareness of the R&amp;R Programme, promote the local benefits and opportunities that will be available through the works and listen to potential suppliers—including small and medium sized enterprises (SMEs)—on how to make the investment from this Programme as accessible as possible while maintaining value for money for the taxpayer.</p><p>Since 2021 the R&amp;R Delivery Authority has been delivering roundtable discussions with local business and political leaders across the English regions in partnership with the British Chambers of Commerce. Through these roundtables the Delivery Authority has to date met with over 100 local suppliers, SMEs and training providers in six regions of England, including the North East, the North West, the East Midlands, Yorkshire and the Humber, the West Midlands, and the East of England.</p><p>The Delivery Authority has also held introductory meetings with local political representatives and business leaders in the devolved nations to arrange roundtable discussions in Northern Ireland, Scotland and Wales. For Scotland, these will be delivered in collaboration with the Scottish Chambers, for Wales Chambers Wales, and Northern Ireland is being confirmed.</p><p>By the end of 2023 the Delivery Authority will have held roundtable discussions and visited sites of interest to the restoration and renewal across the whole of the UK—including Northern Ireland, Scotland, Wales and every region in England—to build understanding of how the Programme can support economic benefits in local communities around the whole of the UK.</p><p>Both Houses of Parliament will be asked to approve a way forward for the Programme later this year. Once this decision has been made, the Delivery Authority will be able to further focus its efforts to maximise the number of UK-based companies involved with the Programme.</p>

The total estimated cost of these surveys is £1 million although this covers a number of activities.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Due to how the activity schedules in these contracts are priced it is not possible to disaggregate the costs of the drone flights from the rest of the works being undertaken.
