answer text <p>The Employer Skills Survey (ESS) has run biennially since 2011, providing a vital source of intelligence on the skills issues that employers face. The survey captures the density and incidence of skills shortages, as well as the impact of these on businesses.</p><p>The last ESS ran in 2019. Fieldwork is currently underway for the 2022 ESS, and will continue until the end of March 2023. Full findings can be found at: <a href="https://www.gov.uk/government/collections/employer-skills-survey-2019" target="_blank">https://www.gov.uk/government/collections/employer-skills-survey-2019</a>.</p><p>The survey captures the number of vacancies and the proportion of these that were proving hard to fill because applicants don’t have the relevant skills, experience or qualifications (skill-shortage vacancies). In 2019, 24% of all vacancies in England, Northern Ireland and Wales were skill-shortage vacancies, an increase from 22% in 2017. This measure is known as the skill-shortage density measure.</p><p>Of those employers in England, Northern Ireland and Wales that reported skill-shortage vacancies, 94% reported that it had an impact on business performance.</p><p>The most common impacts reported included:</p><ul><li>An increased workload for staff (84%)</li><li>Difficulties meeting customer services objectives (49%)</li><li>Increased operating costs (45%)</li><li>Loss of business or orders to competitors (40%)</li><li>Delays developing new products or services (39%)</li></ul><p>The Skills for Jobs White Paper published in January 2021 set out the government’s blueprint for reshaping the technical skills system, to better meet the needs of employers and the wider economy. As part of this new approach, the department introduced employer-led Local Skills Improvement Plans (LSIPs) which will set out a clear articulation of employers’ skills needs, and the priority changes required in a local area to help ensure post-16 technical education and training provision is more responsive and flexible in meeting local labour market skills needs. The department has now designated employer representative bodies to lead on the development of LSIPs in all 38 areas of England, and expect local areas to have their plans ready for approval in May 2023.</p>

answer text <p>People at risk of sleeping rough this winter are being supported by the Rough Sleeping Initiative, which is providing up to £500 million across 2022-25. This supports 303 local authorities across England and funds around 14,000 beds and 3,000 support staff this year.</p><p>Our Night Shelter Transformation Fund 22-25 is also providing faith and community groups with up to £10 million funding to provide self-contained emergency accommodation.</p><p>These initiatives are part of the £2 billion of funding to tackle homelessness and rough sleeping over the next three years.</p> more like this

answer text <p>As of 18 November, local authorities in England accepted homelessness duties to 2,985 Ukrainian households across all visa schemes; 915 were single households and 2,070 family households.</p><p>1,720 homelessness duties were owed to households who arrived under the Homes for Ukraine scheme.</p><p>Figures show only a very small fraction of Ukrainian arrivals have had a homelessness duty accepted and councils have a duty to ensure families are not left without a roof over their head.</p> more like this

This is a further violation of the rights of Afghan women and will have damaging consequences, including for the Afghan economy. On 21 December, the Foreign Secretary co-signed a statement by foreign ministers and, on 22 December, I [Lord Ahmad] issued a statement saying we will not support any restoration of waivers to UN travel bans for sanctioned Taliban until women and girls are allowed to attend secondary school and university. answer text <p>Iran's support for the Russian military campaign in Ukraine is deplorable and the supply of drones is in violation of UN Security Council resolution 2231. Russia is offering Iran an unprecedented level of military support, transforming their defence relationship and strengthening Iranian capability, further threatening regional and international security.  Recent executions of young people detained in connection to protests shows the Iranian authorities' callous disregard for their citizens' lives. At a Special Session of the Human Rights Council on 24 November, the UK and our partners established an investigative mechanism into the regime's human rights violations in response to protests. We continue to urge Iran to improve its human rights record at all opportunities, including working with international partners to ensure accountability.</p> more like this

answer text <p>The FCDO strongly values the BBC World Service's role in bringing high quality and impartial broadcasting to audiences around the globe, particularly where free speech is limited.</p><p>Under BBC proposals announced on 29 September, while radio broadcasts for BBC Persian will cease, TV broadcasting will continue and investment in digital services will increase, reflecting audience viewing trends. In Iran, only 1% of the BBC's total weekly audience of 13.8 million access BBC news solely via radio. The BBC has provided assurance that it will continue to serve audiences in need, ensuring continued access to vital news services.</p><p>We regularly raise the issue of the Iranian peoples' right to access independent media, including BBC Persian, with the Iranian government and in multilateral fora.</p> more like this

For data protection reasons I cannot share information about an individual without their permission.</p><p>Accredited diplomats at our Consulate-General in Hong Kong will continue to attend Mr Lai's court proceedings.</p><p>We are analysing the recent interpretation of the Hong Kong National Security Law by the Standing Committee of the National People's Congress. answer text <p>During his visit to Ethiopia on 8 December, the Foreign Secretary welcomed the peace agreement between the Ethiopian government and the Tigray People's Liberation Front and told Prime Minister Abiy that Ethiopia could rely on the UK's full support on its path to recovery and reconciliation. As the US Holocaust Memorial Museum blog points out the presence of Eritrean troops in Tigray and the increasing violence in Oromia is likely to lead to more atrocities against civilians. We urge the Eritrean Government to withdraw its troops in support of this peace agreement. We support the International Commission of Human Rights Experts on Ethiopia (ICHREE) and urge all parties to work with the Commission to allow it to fulfil its mandate to support the process of accountability for those responsible, and welcome the commitment in the peace agreement to create a comprehensive national transitional justice policy.</p> more like this
