answer text
We remain deeply concerned about the situation in Hong Kong. As the Foreign Secretary said in Parliament on 1 July, the enactment by China of a national security law for Hong Kong is a grave and deeply disturbing step. The law's imposition by Beijing on the people of Hong Kong constitutes a clear and serious breach of the Sino-British Joint Declaration. On the same day, the Permanent Under Secretary of the Foreign and Commonwealth Office summoned the Chinese Ambassador to make clear the UK's deep concern at China's actions.

With regard to the law's compliance with international human rights law, as the Foreign Secretary set out in his statement, the national security legislation contains a number of measures that directly threaten the freedoms and rights protected by the Joint Declaration. This includes the potentially wide-ranging ability of the Chinese authorities to take jurisdiction over certain cases without any independent oversight, and to try those cases in the Chinese courts. This violates paragraphs 3(3) and 3(5) of the Joint Declaration, and directly threatens the rights set out in the United Nations International Covenant on Civil and Political rights, which, under the Joint Declaration, are to be protected in Hong Kong. This represents an assault on freedom of speech and the freedom of peaceful protest for the people of Hong Kong.

answer text
The systematic inclusion of people with disabilities in development and humanitarian action is a top priority for the Department for International Development. On 24 July, the UK will co-host the Global Disability Summit to increase action and investment, lock-in progress and share best practice. The summit aims to drive forward a step change in global efforts to eliminate stigma and discrimination against all persons with disabilities. This includes realising the rights of persons with disabilities that are often among the most excluded in society and those that experience “double discrimination”, including those living with HIV and members of the LGBT community. In line with the principles of the UN Convention on the Rights of Persons with Disabilities, the active participation of all people with disabilities will be at the very heart of the summit.

The UK’s global HIV response prioritises those left behind by the huge progress made in recent years. For example, we are proud to be a founding supporter of the Robert Carr Civil Society Networks Fund, which supports the grassroots response for inadequately served groups including men who have sex with men and sex-workers.

answer text
I can sympathise with the anguish caused to the families of victims where the whereabouts of their loved one is unknown and the offender wilfully fails to co-operate. Such behaviour is already taken into account by the court when sentencing the offender, and by the independent Parole Board when assessing an offender’s eligibility for possible release. The Prisons Minister has written to the Parole Board asking it to consider reviewing its guidelines on this issue.
more like this
