answer text <p>In Northern Ireland, the Government is not proceeding with this round of the Levelling Up Fund at this time. In the context of the growing pressure on NI budgets it is right that UK Government should consider its approach to funding available for NI in the round. £30 million has been reserved for Northern Ireland from LUF 3. As part of our commitment to levelling up, we want to work with a restored Executive to find the best approach to supporting people in Northern Ireland, taking account of current budget pressures.</p><p>We will continue to work closely with projects and places in Northern Ireland that were awarded a total of £120 million in the first two rounds of the Fund and work with stakeholders on how best to level up communities in Northern Ireland.</p> more like this

answer text <p>The Defence, security and resilience of the UK and its overseas territories is the primary task of the MOD. Defence works with partners across government to ensure that the UK continues to protect its citizens from terrorism within its borders and overseas.</p><p>The Home Office are the lead department for domestic terrorist threats. Should their assessment be that the risk from a particular terrorist methodology such as rockets has increased, consideration will be given to what additional policies, if any, are required to mitigate them. The UK has well-developed systems and capabilities to mitigate the threat from terrorism, including a range of response capabilities that can be deployed to mitigate the effects of the aftermath of any such attack and pursue those responsible.</p><p>The NATO ballistic missile defence system, of which the UK is a part, protects European NATO nations from ballistic missile threats from outside the Euro-Atlantic area.</p> more like this

answer text <p>The new subjects of relationships education (for primary age pupils), relationships and sex education (for secondary age pupils) and health education (for all pupils in state-funded schools) will become compulsory in September 2020. Many schools are already teaching aspects of these subjects as part of their sex and relationship education provision or personal, social, health and economic education programme. Schools have flexibility to determine how to deliver the new content in the context of a broad and balanced curriculum.</p><p>The department is committed to supporting teachers to teach the new subjects with confidence, and to a high quality which is why we are developing a central programme of support for schools for these subjects, which will be available to all teachers from spring 2020.</p><p>Our programme of support will offer opportunities for teachers to improve subject knowledge, build confidence and access classroom resources. We will ensure that all of the department’s materials supporting implementation of the new subjects are inclusive, and recognise fully the need to disseminate the good practice in teaching about lesbian, gay, bisexual and transgender relationships that is seen in large numbers of our schools as well as the importance of reflecting the needs of pupils with a special educational need or disability when planning the curriculum for these subjects. Our budget this year of up to £6 million for implementing the new subjects will ensure that this support for teachers will be accessed through a new online service and will include an implementation guide. This will accompany the statutory guidance, case studies from other schools, access to quality assured resources and innovative materials to support staff training.</p><p>Training for teachers will also be available through existing regional networks, and we are working with expert organisations, schools and teachers to develop this package. The department is also working with ‘early adopter schools’, some of whom have chosen to start teaching some or all of the new content early, in order to support their journey, learn lessons and share good practice. Last year we held 4 national conferences for those schools who are ‘early adopter schools’.</p><p> </p>

answer text <p>The Government is committed to create a policy and regulatory environment which will ensure the most efficient use of radio spectrum (or airwaves), including setting the right conditions for the development and deployment of 5G networks while protecting important satellite services and applications.</p><p> </p><p>Government departments and agencies have been actively involved in the work of international telecoms groups, ITU (International Telecommunications Union) and CEPT (European Conference of Postal and Telecommunications Administrations), to study the necessary technical conditions for 5G, to ensure that they meet internationally agreed protection criteria for satellite communication and scientific satellites, including Copernicus.</p><p> </p><p>These technical conditions must balance the needs of the 5G industry and the science community. Such conditions have already been agreed within Europe. The UK has proposed, via European coordination (i.e. the European Conference of Postal and Telecommunications Administrations, a pan-European body including 48 countries), that these technical conditions should be adopted at global level at WRC-19 (World Radiocommunication Conference), which meets until 22nd November.</p><p> </p>

answer text <p>The position has not changed since I answered the Noble Lord’s question HL6043 on 17 February. That answer is included below for your ease of reference and I have nothing further to add to this.</p><p><em>As Leader of the House, I regularly stress to departments the importance of giving full and timely answers to Questions for Written Answer. The content of each answer is a matter for the Minister concerned, and each Minister is responsible to the House for the answers they provide. That direct accountability is important: that is why Ministers in this House must provide personally signed answers to members.</em></p><p><em>The Ministerial Code says that “It is of paramount importance that Ministers give accurate and truthful information to Parliament”. It also makes clear that “Ministers should be as open as possible with Parliament and the public, refusing to provide information only when disclosure would not be in the public interest”. In addition, there is a longstanding rule of this House that all answers should be complete and comprehensible. I shall continue to make this guidance clear to all Ministers.</em></p>

answer text <p>There is no formal assessment process to determine the utility of police animals, how resources are deployed is an operational matter which rightly rests with chief officers. The contribution of police horses remains important and the Home Office corresponds with the relevant national policing lead on an ad-hoc basis to stay apprised of their views. The most recent contact by my officials was this month and the merits of mounted policing remain unchanged.</p><p>The Home Office does not record this information, how police horses are used is a matter for chief officers to determine.</p> more like this

answer text <p>As a leading member of NATO, the UK continues to play a central role in NATO reaffirming our constant commitment to collective defence and to reassure our Eastern Allies following the recent events in Ukraine.<br><br>The four RAF Typhoon aircraft deployed to Lithuania in support of NATO's peacetime Baltic Air Policing mission are expected to return at the end of August and the E3D Sentry flights in Polish airspace will continue until at least the end of the year.<br><br>There are at present no plans to extend this commitment further, as future mission rotations are filled by Allies for the foreseeable future. However, we keep the situation under constant review and any potential future UK participation would be dictated by the regional situation and NATO requirements.<br><br>The UK has also committed to participate in a number of exercises in the Baltic Region (inlcuding Exercise STEADFAST JAVELIN, Exercise BALTOPS and Exercise RAMSTEIN GUARD) which demonstrates our commitment to NATO, collective defence and reassuring our Eastern Allies.</p>
