answer text <p>In October 2023, the Government approved funding at Outline Business Case stage for the Norwich Western Link. This was subject to the scheme gaining the necessary planning and environmental consents. It is for the scheme promoter, Norfolk County Council, to seek those consents and to work with Natural England. The Council is still engaged in that process and has submitted a planning application for the scheme. The Council has also written to the Secretary of State for Environment, Food &amp; Rural Affairs to seek clarity on the implications of the recent Natural England report for the scheme.</p> more like this

answer text <p>The voter identification measures set out in the Elections Act 2022 will come into effect for the scheduled election in May 23 for all types of poll set out in the Act, except for UK Parliamentary general elections, which will require voter identification from October 2023.</p><p>A wide range of identification documents will be accepted at polling stations and will not be limited to only passports and driving licenses. A full list of acceptable identification can be found <a href="https://www.gov.uk/government/publications/voter-identification-at-polling-stations-and-the-new-voter-card/protecting-the-integrity-of-our-elections-voter-identification-at-polling-stations-and-the-new-voter-card#annex-a-list-of-identity-documents-that-will-be-accepted" target="_blank">here.</a> Cabinet Office research shows that 98% of electors already own a photographic document (in date or expired) that could be accepted under our proposals. Moreover, any registered elector who does not possess any of these forms of identification will be able to apply to their local authority to obtain a Voter Authority Certificate, free of charge. An equivalent will also be available for electors registered to vote anonymously. This will ensure that everyone who is eligible to vote will continue to have the opportunity to do so.</p><p>We will continue to work with local authorities, charities and civil society organisations to ensure that voter identification works for everybody. The Electoral Commission will also deliver a comprehensive and targeted communications campaign to raise awareness for the changes to the requirements at the polling station.</p><p>The estimated cost of additional poll clerks can be found in the published Impact Assessment <a href="https://www.legislation.gov.uk/ukdsi/2022/9780348240504/impacts" target="_blank">here.</a></p><p>If an elector applying for a free Voter Authority Certificate or Anonymous Elector’s Document is not able to provide a photograph themselves, their Electoral Registration Officer will be able to take a photograph for them. Funding will be provided to local authorities to purchase cameras if required.</p>

The Prime Minister expressed his hope that Russia will raise that target to achieving net zero by 2050 as well as making further progress on ending deforestation and an ambitious Nationally Determined Contribution.</p><p><strong> </strong></p><p>President Putin expressed his regret that he would not be able to attend the COP26 Summit in person in the light of the coronavirus situation in Russia.</p><p><strong> </strong></p><p>The Prime Minister was clear that the UK’s current relationship with Russia is not the one we want. He said significant bilateral difficulties remain, including the poisonings in Salisbury in 2018. The Prime Minister also underscored the importance of Ukrainian sovereignty.</p><p><strong> </strong></p><p>The Prime Minister said that as fellow permanent members of the UN Security Council and major world economies with a long, shared history, the UK and Russia have a responsibility to work together to tackle shared challenges like climate change and safeguard international agreements like the Iran Nuclear Deal.</p><p><strong> </strong></p><p>The leaders also discussed the current situation in Afghanistan. The Prime Minister stressed the importance of any recognition of the Taliban being conditional on their behaviour, including respect for human rights.”</p>

answer text <p>The alternative provision census is collected from local authorities on a statutory basis and, as such, does not require data providers to obtain written consent from parents or pupils to the provision of information.</p><p>However, being transparent and providing accessible information to individuals about how you will use their personal data is a key element of the Data Protection Act 1998 and the General Data Protection Regulation. The most common way to make this information available to data subjects is via a privacy notice.</p><p>The Department for Education (DfE) provides suggested wording for privacy notices that schools and local authorities may wish to use (attached) at: <a href="https://www.gov.uk/government/publications/data-protection-and-privacy-privacy-notices" target="_blank">https://www.gov.uk/government/publications/data-protection-and-privacy-privacy-notices</a>. However, the suggested wording provided by DfE must be reviewed and amended to reflect local needs and circumstances – especially as schools and local authorities may collect data for their own purposes locally that is not required for the purposes of DfE specified data collections.</p><p>All data items collected via the alternative provision census are listed in Annex A which is attached.</p><p>Whilst it is not possible for a parent/carer or an individual child to opt out of the alternative provision census, there is certain information which is self-declared and is gathered on a voluntary basis. For the alternative provision census, this is the data items referring to pupil ethnicity and the service child in education indicator, where the provision of this information may be refused by the parent. All other data items are mandatory where they apply to a particular pupil.</p><p>The submission of the alternative provision census, including a named set of pupil records, is a statutory requirement on alternative provision providers under the Education (Information about Children in Alternative Provision) (England) Regulations 2007.</p><p>As such, the alternative provision census requires the return of individual pupil records for pupils attending a school not maintained by a local authority for whom an English local authority is paying full tuition fees, or educated otherwise than in schools and pupil referral units, under arrangements made (and funded) by an English local authority.</p><p>Where a child of compulsory school age would not receive suitable education because of illness, exclusion or for any other reason, local authorities have a duty to provide a suitable ‘alternative provision’. The alternative provision census is the department’s primary source of administrative data about such pupils and, as such, the information collected is fundamental to understanding the ongoing effectiveness of the alternative provision system in order to target, and evaluate, policy interventions to support these vulnerable children.</p><p> </p>

answer text <p>Last year, the UK was presented with a bill for an additional payment to the EU worth £1.7 billion, reflecting changes to economic data for all Member States and dating as far back as 2002 for the UK. The Prime Minister was clear that this sudden production of a bill to Britain for payment on the 1 December was completely unacceptable.</p><p> </p><p> </p><p> </p><p>EU Ministers met on the 7 November, and the Chancellor secured an agreement which meant the UK paid nothing on 1 December. Instead the payment will be made in instalments next year, and no fines or interest will be applied. The UK will also not pay £1.7 billion. The British rebate will apply in full, and apply simultaneously with the payment, not a year in arrears as normal. This means the Government has halved the bill, to around £850 million.</p><p> </p><p> </p><p> </p><p>Lastly, the UK won agreement to change the regulations to ensure this never happens again. In the future, if any country received an adjustment demand that is excessive, it will have the same opportunity to phase payments so that they are more affordable.</p><p> </p><p> </p><p>The Government will continue to press for necessary restraint and discipline in all areas of the EU Budget in order to get the best deal for British taxpayers.</p>
