answer text
Government regularly looks at construction practices in other jurisdictions, seeks to learn from any significant incidents and, where appropriate, are always willing to share our experiences with other countries and collaborate further. We should be mindful though that construction practices and methods can be quite different across different countries and so the actions and mechanisms that the UK has put in place would not necessarily be directly transferrable. Experts from the UK participate in both the CEN and ISO committees which facilitate the sharing of international standards. The UK is a member of the Inter-jurisdictional Regula-tory Collaboration Committee (IRCC) which promotes effective international collaboration concerning ‘best current practice’ building regulatory systems.
more like this

answer text
Water and Sewerage Companies have a regulatory obligation to monitor how long and how often their storm overflows discharge to the environment. This is called Event Duration Monitoring (EDM).

We have increased the number of storm overflows monitored across the network from 5% in 2016 to almost 90% now monitored, and we will reach 100% cover by December 2023. Using powers in the landmark Environment Act, we will also significantly improve transparency by requiring companies to make discharge data available in near real time to the public and monitor water quality upstream and downstream of their assets.

The Environment Agency has also instructed water companies to install new flow monitors on more than 2,000 wastewater treatment works to identify what is happening at those works during the sewage treatment process itself. The monitoring equipment and processes used by water companies are subject to scrutiny by the Environment Agency through inspection and audit. Where there is breach of permit conditions the Environment Agency may take enforcement action against the Water and Sewerage Company in line with its Enforcement and Sanctions Policy.

answer text
The House of Commons Environment, Food and Rural Affairs Committee’s report on greyhound welfare suggested that the introduction of the Microchipping of Dogs (England) Regulations 2015 should improve the traceability of greyhounds when they finish racing. The Committee called on the industry to be transparent about the destiny of retired greyhounds. The main industry regulatory body, the Greyhound Board of Great Britain (GBGB), maintains a database of all greyhounds registered to run on GBGB tracks and records when and how a greyhound leaves GBGB regulated racing. The Government does not consider that it is necessary to introduce a centralised database to trace retired greyhounds.
more like this

answer text

The Government’s Command Paper, ‘Better Workplace Pensions: Further measures for savers’, published in March, set out a range of measures including a cap on charges in default fund arrangements, a ban on inappropriate charges and proposals to introduce minimum governance standards and improve transparency across workplace defined contribution schemes.

Following this, Government launched its consultation on draft regulations on governance and charges in occupational pension schemes in October 2014. Subject to Parliamentary approval, the majority of this legislation will come into force from April 2015, alongside Financial Conduct Authority (FCA) rules in relation to workplace personal pension schemes where appropriate. From April 2015, the Government intends to introduce a charge cap on the default funds of qualifying schemes, set at 0.75 per cent of funds under management and the first phase of enhanced transparency with trustees and Independent Governance Committees (IGCs) being required to report on costs and charges for the first time.

In 2015 Government will consult on regulations under duties in the Pensions Act 2014 requiring information about transaction costs to be disclosed to members and others, and the publication of costs and charges information. The FCA also intends to consult on amending their own rules to introduce equivalent enhanced transparency provisions for workplace personal pension schemes during 2015. The Government has also set out its plans to review the level of the default fund charge cap, to see if it should be lowered, and also whether it should include some or all of the transaction costs that are ultimately borne by members within a cap. This review will take place in 2017.

Taken together the combined effect of these measures on charges, governance and transparency and the Government’s commitment to a review should ensure that savers are being enrolled into workplace schemes that are well run and in members’ interests.
