answer text <p>The UK Government is committed to supporting the UN Guiding Principles on business and human rights and in response produced a National Action Plan. The UK attended the 9th Session of the Open-Ended Intergovernmental Working Group on Transnational Corporations, which discussed the merits of introducing a new instrument or framework that could elaborate on business human rights responsibilities. The UK statement, which is available on the Working Group website, outlined suggestions on provisions of the draft instrument text, including the definition of victims. We seek flexibility in the construction of the instrument and in the negotiations process and will continue to engage in future Working Group Sessions.</p> more like this

answer text <p>The National Tutoring Programme (NTP) is currently available for schools during the 2020-21 academic year. Schools can access tuition support from approved Tuition Partners. For further information, schools can visit the NTP website: <a href="https://nationaltutoring.org.uk/" target="_blank">https://nationaltutoring.org.uk/</a>.</p><p>The NTP is a key part of the government’s COVID-19 catch-up response and provides additional, targeted tuition support to disadvantaged children and young people who have been hardest hit from disruption to their education as a result of the COVID-19 outbreak.</p><p>Our delivery partner, the Education Endowment Foundation, has provided a guide to schools to ensure that they can make the most of the provision: <a href="https://nationaltutoring.org.uk/resources" target="_blank">https://nationaltutoring.org.uk/resources</a>.</p><p>The programme is intended to support disadvantaged children who are eligible for pupil premium funding, but we recognise that the COVID-19 outbreak has affected many children's lives in many ways and there are different indicators of disadvantage to take into consideration. That is why teachers and head teachers have the flexibility to exercise their professional judgement to identify the pupils most likely to benefit from additional support. In addition to the support offered by Tuition Partners, we have placed over 1,000 Academic Mentors directly into some of our most disadvantaged schools to provide in-house tuition.</p><p>The Tuition Partners offer a good blend of national and regional providers that can offer support to schools across all regions in England. The programme ensures that support has been particularly targeted to regions with the largest numbers of disadvantaged pupils and in regions where access to tutoring has historically been low.</p><p>We continue to engage directly with head teachers, local networks of schools and national stakeholders to ensure that NTP support reaches as many disadvantaged pupils as possible.</p>

answer text <p>The accommodation status for all offenders released from custody, including those under National Probation Service (NPS), Community Rehabilitation Company (CRC) supervision, and offenders on community sentences, has been published since July 2018. <ins class="ministerial">The latest publication can be found at: <a href="https://www.gov.uk/government/statistics/community-performance-quarterly-update-to-march-2019" target="_blank">https://www.gov.uk/government/statistics/community-performance-quarterly-update-to-march-2019</a>. </ins>The relevant table of data from this publication is attached for reference.</p><p> </p><p>It is vital that everyone leaving prison has somewhere safe and secure to live, as a platform to access the services and support needed to make a fresh start. We have invested an additional £22 million per annum over the remaining life of the Community Rehabilitation Company (CRC) contracts to deliver an enhanced “Through-the-Gate” resettlement service to offenders leaving prison, to prepare them for release. Through the Government’s Rough Sleeping Strategy, we are also investing up to £6.4m in a pilot scheme to support individuals released from three prisons: Bristol, Leeds and Pentonville. Services have now commenced in all three areas, with the first individuals now being supported into accommodation following release. Subject to evaluation, we will use the lessons from the pilot to inform future provision of accommodation for all ex-offenders. Additionally, Her Majesty’s Prison and Probation Service is working in collaboration with other Government Departments and interested parties to help to meet the accommodation needs for prisoners on their release.</p>

answer text <p>The Home Office has no current plans to specifically review the fees policy applicable to stateless persons applying to register as a British citizen, however the Home Office keeps its fees for immigration and nationality under review.</p><p>The Home Office has no current plans to produce a specific impact assessment in respect of the fee for a child or young person born stateless to register as a British citizen. An assessment of the impact of all border, immigration and citizenship (BIC) fees was published as an associated document to the Immigration and Nationality Fees (Regulation) 2018. In response to a recommendation from the Independent Chief Inspector of Borders and Immigration the Department will consider publication of fee-related Policy Equality Statements on a case by case basis going forward.</p><p>Statistics on the UK’s resident population and on births by nationality of parent are a matter for the Office for National Statistics.</p><p>The Home Office stateless leave policy is designed to assist those who are unable to return to their country of former habitual residence because they are stateless and no longer have a right of residence there. This also reflects our obligations under the UN Stateless Conventions by providing a means for stateless persons in the UK to access their basic human rights and is part of our efforts to address wider global issues facing stateless persons. Leave to remain applications to stay in the UK as a stateless person are free of charge.</p><p>There are citizenship routes for children who are born in the UK: if their parent becomes British or settled, or if they live in the UK for the first ten years of their life. In addition there are provisions for stateless children which allow us to meet our obligations under the 1961 Convention.</p><p> </p>

We have raised these concerns consistently, most recently during the interactive dialogue with the Special Rapporteur on the situation of human rights in Eritrea at the Human Rights Council in Geneva on 16 June 2017. answer text <p>Our Syrian resettlement programme is working well and local authorities across the country have been closely involved in this. Alongside this programme we will consult local authorities on how best to implement the resettlement scheme for children at risk announced on 21 April and the provisions of the Immigration Act 2016 for the admission to the UK of unaccompanied refugee children from elsewhere in the EU. This will be done as part of our wider discussion with local authorities and other partners, including non-governmental organisations, about unaccompanied children who arrive in the UK and claim asylum here and about the implementation of new arrangements to relieve the pressure on particular local authorities by transferring these children to the care of other local authorities. The Home Office funds local authority care for unaccompanied asylum seeking children and funding arrangements form part of the ongoing discussion with local authorities. We are determined to ensure that no local authority is asked to take more unaccompanied children than local services are able to deal with and that impacts are managed in a fair and controlled way.</p>

answer text <p>The UK is providing more than £33 million to the earthquake response in Nepal – making us the largest donor to the relief operation. Assistance from the UK Government has provided thousands of needy people and affected communities with water purification jerrycans and essential shelter, and has transported a huge volume of boxes of food rations and lanterns. A new health programme, announced by the Secretary of State during her visit in May, will ensure that children can continue to be immunised, women can deliver babies safely and work can commence on rebuilding up to 1,000 damaged health facilities. answer text <p> </p><p>The Government has fundamentally reformed regulation of the consumer credit market, including logbook lenders, by transferring responsibility from the Office of Fair Trading (OFT) to the Financial Conduct Authority (FCA) on 1 April 2014.</p><p> </p><p>The Government is very concerned about evidence of consumer detriment in the logbook loan sector, as highlighted in the FCA's recent research paper.</p><p> </p><p>The FCA has identified logbook lenders as a higher risk industry, and as such they will be in the first phase of firms to require full authorisation. Logbook loan providers are also required to meet the FCA's binding rules, and the FCA has said that it “won't hesitate to take action” if they do not put their customers first.</p><p> </p><p> </p><p>In addition, the Government has asked the Law Commission to look at how to bring the highly complex legislation underpinning logbook loans up to date.</p> more like this
