We recognise that this is challenging, and the Government intends to develop a set of national commissioning standards, to set clear expectations of what good commissioning looks like and to drive greater consistency across the country. We are also investing in a new training offer for senior commissioners, to enhance strategic leadership capability and ensure they have the skills they need to shape their markets well. <br> <br> We recently published the Market Sustainability Insights Report, which summaries some of the approaches local authorities in England are taking to building sustainable and innovative care markets. answer	answer is ministerial correction date of answer 14/01/2020 answer text <p>The Check Employment Status for Tax (CEST) digital service was first released in March 2017. It helps customers apply the off-payroll working rules correctly.</p><p> </p><p>Following feedback from customers and stakeholders, HMRC released an enhanced version of the service on 25 November 2019. HMRC worked with over 300 stakeholders to identify and test the enhancements to ensure the service meets customer needs. These enhancements include making the questions and the results clearer, increasing the number of questions to provide a more thorough assessment and building in features to reduce user errors.</p><p> </p><p>Improvements have also been made to language and presentation, and HMRC have added guidance to ensure questions are clearly understood. CEST is accurate. It has been tested rigorously against known case law and settled cases. HMRC stand by its results if it is used in accordance with HMRC guidance and the facts put into CEST are correct.</p><p> </p><p>CEST currently provides an employment status determination for tax purposes in around 85% of uses, all bar the most complex or finely balanced cases. answer	answer is ministerial correction date of answer 22/10/2019 answer text <p>The Department is committed to supporting schools to deliver high quality teaching of relationships education for all primary aged pupils, relationships and sex education for all secondary aged pupils, and health education for all pupils in state-funded schools.</p><p>From spring 2020, all teachers will have access to a central programme of support that will focus on tools to enhance practice and teacher confidence, including an implementation guide, access to high-quality resources, and training that can be delivered online and face to face.</p><p>The Department has been working with schools, teachers and sector experts to develop support materials that are suited to the sector’s needs and that will enable the delivery of the entire statutory guidance including areas such as consent, HIV, sexual health and mental health. The Department will continue to engage with the wide range of stakeholders that have helped informed key decisions on these subjects.</p><p>To support this work, the Department has convened a new working group, who will provide insight into how the new guidance is working in practice. This group, with representatives from teaching unions, sector experts, faith and minority groups, parents and young people, provides us with evidence and feedback to improve the delivery of these subjects.
