answer	answer is ministerial correction date of answer 08/12/2015 answer text <br /><p>NHS England is encouraging clinical commissioning groups to work with local practices to target people at risk of atrial fibrillation (AF). Innovative approaches such as pulse testing at flu clinics and by some dentists are being used to identify AF in older people. The NHS Health Check programme’s best practice guidance also recommends a pulse check is carried out as part of the process of taking a blood pressure reading. People found to have an irregular pulse rhythm should be referred to the general practitioner for further investigation.</p><br /><p>The National Institute for Health and Care Excellence (NICE) published an updated guideline on AF in June 2014. This offers evidence-based advice on the care and treatment of people with AF and includes recommendations on diagnosis. In July 2015 NICE also published a quality standard on AF.</p><br /><p>In addition to its clinical guideline on AF, NICE has published technology appraisal guidance on a number of new oral anticoagulants (NOACs), approving them for certain patients.</p><br /><p>There is a legal requirement on commissioners to provide funding for treatments and drugs recommended in NICE technology appraisal guidance within three months of the guidance being published.This is enshrined in the NHS Constitution as a right to NICE-approved drugs.</p><br /><p>A <a href="https://www.nice.org.uk/resource/CG180/pdf/c/cg180-atrial-fibrillation-nic-consensus-statement-on-the-use-of-noacs?id=gvyb3hjdqrcjtn6ytpwx3ydb64" target="_blank">consensus statement</a> by the <a href="https://www.nice.org.uk/News/Article/new-collaborative-aims-to-increase-nice-guidance-uptake" target="_blank">NICE Implementation Collaborative</a> was published alongside NICE’s updated guideline in June 2014. This addresses some of the barriers to implementing NICE’s recommendations on prescribing NOACs.</p><br /><p>The need to reduce variation and strengthen compliance of the uptake of NICE technology appraisals was identified in <em>Innovation Health and Wealth</em>, published in December 2011. In response, NHS England and the Health and Social Care Information Centre now publishes on a quarterly basis an Innovation Scorecard to enable commissioners to benchmark their own position and increase transparency to patients and the public. This assists the NHS in the identification of variation and the adoption of treatments such as NOACs that are recommended in NICE technology appraisals. In addition, NHS England advises that it expects practitioners to consider anticoagulant treatments in line with NICE guidelines.</p><p>Some progress is being made. The uptake of NOACs across England has doubled in recent years from 45,708 per 100,000 of the resident population in 2013-14 to 126,845 in 2014-15.</p><br /><p><del class="ministerial">No assessment has been made of the number of strokes related to AF could be prevented each year through the roll-out of Guidance on Risk Assessment and Stroke Prevention for Atrial Fibrillation in primary care. The latest Early Years Foundation Stage Profile results available at <a href="https://www.gov.uk/government/statistics/early-years-foundation-stage-profile-results-2014-to-2015" target="_blank">https://www.gov.uk/government/statistics/early-years-foundation-stage-profile-results-2014-to-2015</a> show that the proportion of children achieving a good level of development in relation to the most deprived areas, SEN, free school meal eligibility, term of birth, first language and ethnicity is improving. The proportion of children eligible for FSM has increased from 45% in 2014 to 51% in 2015 and the gap between FSM and other children has narrowed from 18.9 percentage points in 2014 to 17.7 in 2015</del></p><p><ins class="ministerial">We are concerned that some parents of summer born children either feel forced to send their children to school before they are ready, and before compulsory school age, or risk missing the reception year at school where the essential teaching of early reading and arithmetic takes place.</ins></p><p><ins class="ministerial">Subject to parliamentary approval, we have therefore decided to amend the School Admissions Code to ensure that summer born children can be admitted to the reception class at the age of five, where this is what their parents want, and can remain with that cohort as they progress through school, including through to secondary school. We will conduct a full public consultation in due course. </ins><br /><ins class="ministerial">I recently set out this policy intent in an open letter to parents, schools and local authorities. Through studying topics such as computational logic, algorithms and data representation, pupils are obtaining insight into how the digital technologies that they use every day actually work<del class="ministerial"> and understanding how these technology products result from human ingenuity and rational design processes</del>. We want young people to have the opportunity to<del class="ministerial"> actively </del>create new technologies, rather than being passive consumers of them.</p><p>The Government has spent more than £4.5 million over the past three years to support schools in delivering high quality computing teaching. question text	To ask the Secretary of State for Energy and Climate Change, what proportion of in-home displays need to remain in operation after installation for the smart metering implementation programme to have the potential to deliver overall economic benefit for customers and energy providers.

answer	answer is ministerial correction date of answer 24/11/2015 answer text <p><del class="ministerial">We are supporting older and vulnerable people to keep warm through support including the Energy Company Obligation and the Warm Home Discount. Over 1.6 million measures have been installed in around 1.3 million households through the Energy Company Obligation (ECO) alone.</del></p><br /><p><del class="ministerial">This year, over 2 million households will get help under the Warm Home Discount scheme– including an automatic electricity bill discount of £140 for over 1.3 million of the poorest pensioners. In winter 2014/15, Winter Fuel Payments were made to around 12.5million older people in around 9 million households. The Cold Weather Plan, published by Public Health England, helps to raise awareness of the harm to health from cold, and provides guidance on how to prepare for and respond to cold weather.</del></p><br /><p><del class="ministerial">The Government has also provided around £3 million to fund the creation of the ‘Big Energy Saving Network’ which focuses on helping consumers understand tariffs and switching options as well as how they could benefit from energy efficiency programmes available to them. As we approach winter, DECC officials will continue to maximise awareness of the Energy Saving Advice Service (ESAS –contact number 0300 123 1234), which also provides a referral service for ECO Affordable Warmth.</del></p><br /><p><ins class="ministerial">DECC’s most recent Impact Assessment for the roll-out of smart metering, published in January 2014, estimates a positive net present benefit of £6.2 billion over the period to 2030, with total benefits of £17.1 billion and costs of £10.9 billion.</ins></p><br /><p><ins class="ministerial">Of the £17.1 billion of overall benefits around one third stems from energy savings, for which the In Home Displays (IHDs) are a critical enabler.
