answer text <p>All civil servants are expected to observe the principles of the Civil Service Code as well as relevant departmental rules, policies and procedures relating to conduct, standards and service.</p><p>Annual assurance activity takes place to ensure compliance, including a self-assessment assurance framework completed by all Directors overseen by the Audit &amp; Risk Assurance Committee (ARAC). This is designed as an evidence-based exercise and undergoes moderation by subject matter experts and a central team.</p><p>There are also regular communications on this topic to all staff from the Permanent Secretary and official routes are available to raise concerns in the Home Office.</p> more like this

answer text <p>The department will continue to fund a range of qualifications similar to current applied general qualifications. These can be taken alongside and as alternatives to A levels where they are necessary, high-quality and support progression to higher education. Through the post-16 qualifications review, these qualifications will need to meet new quality criteria to ensure they are well-designed and have strong progression value to be funded in future. This means that students, employers, and universities can have confidence in their value.</p> more like this

answer text <p>The police are required to handle complaints in accordance with the law. The duties of the police in handling specific allegations, and the role of the Independent Office for Police Conduct, are set out in legislation. It would not be appropriate for the Government to comment on individual cases.</p><p> </p><p>In February 2020, the government implemented comprehensive reforms to the police complaints and discipline systems, to streamline processes and ensure greater transparency and independence in the way complaints are handled.</p> more like this

answer text <p>The local government finance settlement distributed revenue support grant by looking at the main resources that are available to local councils. The Local Government Finance Report (England) 2016/2017 sets out the basis of this distribution and the results can be found (attached) on the government website at <a href="https://www.gov.uk/government/collections/final-local-government-finance-settlement-england-2016-to-2017" target="_blank">https://www.gov.uk/government/collections/final-local-government-finance-settlement-england-2016-to-2017</a>.</p><p>Transition Grant is for places that did not benefit from these changes in the formula. I refer the noble Lord to the debate on the Local Government Finance (England) on 10 February 2016, <em>Official Report, Columns 1643 and 1645</em> (attached). The fund will be applied in direct proportion to the difference in the revenue support grant that would have been experienced and so it will ease the change from a system based on central Government grant to one in which local sources determine a council’s revenue.</p>
