answer text <p>We know serious and organised crime (SOC) does not respect police force borders which is why all police forces in England and Wales collaborate and share resources, funding and specialist capabilities to deliver Regional Organised Crime Units (ROCUs) to lead complex cross-border SOC investigations. There are nine ROCUs in England and Wales with equivalent capability in London.</p><p>Alongside approximately £70m in direct funding from the Home Office in 2023/24, Chief Constables, PCCs and Mayors with PCC functions have recently provided significant resource to the ROCU network by allocating 725 extra officers to ROCUs between 1 April 2021 and 31 March 2023. Those officers are working in partnership now to tackle drugs supply and enablers, including firearms and criminal finances.</p><p>County lines is a major cross-cutting issue involving a range of criminality including drugs, violence, criminal gangs and child criminal exploitation, and involves the police, a wide range of Government departments, local government agencies and voluntary and community sector organisations. County lines gangs often export drugs across county borders from one police force area to another.</p><p>This Government is determined to crack down on county lines gangs which is why we are investing up to £145m over three years in our County Lines Programme to tackle the most violent and exploitative drug supply model yet seen. Through the County Lines Programme, we have established dedicated county lines taskforces in the four force areas exporting the majority of lines (MPS, Merseyside, West Midlands and Greater Manchester Police) as well as the British Transport Police to tackle the national rail network. We are also funding the National County Lines Coordination Centre (NCLCC), to monitor the intelligence picture and co-ordinate the national law enforcement response. The NCLCC has been vital in strengthening the law enforcement response, promoting best practice, and enabling police forces to work together to tackle this complex issue.</p><p>Since the County Lines Programme was launched in 2019, police activity has resulted in over 5,600 line closures, over 16,500 arrests and over 8,800 safeguarding referrals. This includes over 2,500 line closures since April 2022, surpassing the Drugs Strategy commitment of over 2,000 line closures by April 2025. Having met this target in half the time, we have now committed to close a further 1,000 lines by August 2024, bringing the total since the Drugs Strategy was launched in April 2022 to over 3,000.</p>

answer text <p>British Embassy officials have attended Vladimir Kara-Murza's court hearings with other international partners, the last hearing being 24 October. We remain vigilant to attempts by the Russian Government to exclude diplomats from future court hearings following Mr Kara-Murza's additional treason charge. Our Ambassador in Moscow raised the issue of consular access with the Russian Ministry of Foreign Affairs. In May, the Foreign Secretary met Mr Kara-Murza's wife, in his previous role as Minister for Europe, and emphasised his determination to continue raising Mr Kara-Murza's case at multilateral fora, including the OSCE. We note the Canadian Government's sanctions relating to Mr Kara-Murza. We do not comment on future sanctions designations.</p> more like this

answer text <p>In the England Peat Action Plan, we have committed to undertake a full consultation in 2021 on banning the sale of peat and peat-containing products in the amateur sector by the end of this Parliament, and on an ambitious date for the professional sector.</p><p> </p><p>All Government departments and their related organisations must make sure that they meet the minimum mandatory Government Buying Standards when buying goods and services. In order to achieve this ambitious commitment, Forestry England is continuing to lead the way, actively testing and trialling the use of non-peat growing media alternatives and aiming to provide the wider sector with confidence in these alternatives. This is crucial to supporting these emerging products and supporting the phase out of peat from the wider industry as a whole.</p>

answer text <p>Delivery of the SEISS is a substantial operational task for HM Revenue &amp; Customs (HMRC) because it requires an entirely new system to be built and tested from scratch in a matter of weeks. In early May HMRC began contacting individuals who may be eligible for the scheme, and HMRC have invited them to claim using the GOV.UK online service. This service will open on 13 May, ahead of schedule, and those eligible will have the money paid into their bank account by 25 May, or within six working days of completing a claim.</p> more like this

answer text <p>The government finds so called honour-based violence unacceptable and condemns this practice. At the Girl Summit in July the College of Policing announced the development of a new Authorised Professional Practice (APP) for police on honour based violence and forced marriage. The APP is the official and most up to date source of policing practice. In 2015 Her Majesty’s Inspectorate of Constabularies will be carrying out an inspection into honour based violence. The inspection will look at the way cases are handled, how officers are trained and any community based prevention work.</p><p>While the government does not hold specific data on honour killings of British citizens as it is not a separately identifiable offence, the Crown Prosecution Service Violence Against Women and Girls Report 2013-14 published in July 2014 sets out that the volume of referrals from the police to the Crown Prosecution Service of honour based violence related offences rose to 240 in 2013-14 from 230 in 2012-2013. 158 (65.8% of these referrals) were charged. 206 defendants were prosecuted for honour based violence related offences in 2013-2014, a rise from 200 last year, with 59.7% convicted.</p><p>To improve the extra-territorial reporting and prosecution of honour killings, extra-territorial provision is included in the new forced marriage offence, introduced through the Anti-social Behaviour, Crime and Policing Act 2014. The Serious Crime Bill includes provisions to extend extra-territorial jurisdiction over offences of female genital mutilation, recognised in some instances as a type of honour based violence, committed abroad.</p><p>Witnesses in cases of honour based violence may be eligible for special measures during the trial, such as giving evidence from behind a screen or with</p><p>the assistance of a video link, to enable them to give their best possible evidence. The Judge can also order that the court is cleared if intimidation is suspected in the court room. The police can employ measures proportionate to an assessed risk to the witness, including the installation of locks and security alarms. In the most serious cases where there is a threat to life, witnesses may be referred to the UK Protected Person Service for the highest level of protection.</p><p> </p>
