answer text <p>The decision to use biometric technology rests entirely with individual schools and colleges. Schools and colleges are legally responsible, as per the UK General Data Protection Regulation (GDPR), Protection of Freedoms Act and Data Protection Act for any data they gather and use.</p><p>However, in the department there is a team of three officials who work on a range of policy areas relating to health and safety in schools. They also have, as part of their work, responsibility for the provision of guidance for schools and colleges linked to these areas. This includes, amongst others, the non-statutory ‘protection of biometric information of children in schools and colleges’ guidance, which is available here: <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/692116/Protection_of_Biometric_Information.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/692116/Protection_of_Biometric_Information.pdf</a>.</p><p>The department published the current version of this guidance to support schools and colleges in 2018. It replaced the ‘protection of children’s biometric information in schools’ guidance from 2012. The department has also publicly committed to updating the 2018 version of the guidance to reflect changes in legislation, replacing the Data Protection Act 1998 with the Data Protection Act 2018 and UK GDPR.</p><p>The department has not had any meetings with private companies to discuss the use of biometric technologies in schools in the last five years. This is because schools and colleges have the autonomy to choose whether to use biometric technology and, if so, to select the most appropriate provider. However, the department does work closely with others from across government, including the Department for Digital, Culture, Media and Sport, the Home Office and the Information Commissioner’s Office on this issue.</p><p>Whilst the office of the Biometrics and Surveillance Camera Commissioner has no statutory regulatory function in the oversight of automated biometric technology used in schools, the department has met with the Commissioner’s Office officials recently to explain the purpose of the department’s guidance and will continue to engage with them as appropriate going forward.</p><p> </p><p> </p>

answer text <p>The UK has secured either permanent or interim arrangements with all EU Member States so that valid UK licence holders resident in the EU can continue to drive. The vast majority of the interim arrangements do not have an expiry date, pending finalisation of a permanent agreement. In EU Member States where there is an expiry date to the interim arrangements, the Department for Transport and our diplomatic Posts are working hard to reach a swift agreement.</p> more like this

answer text <p>The Government is deeply concerned about the illegal trade in waste, including reports of illegal plastic waste exported from the UK to Malaysia. Recognising the difficulties experienced by some countries in managing imports of plastic waste, the Queen’s Speech on the 19 December included a commitment to ban the export of polluting plastic wastes to countries that are not members of the Organisation for Economic Cooperation and Development (OECD). We will consult this year on the date by which this should be achieved.</p><p> </p><p>We are working closely with the Malaysian Government to support the return of 42 improperly documented containers of plastic waste. In addition, the British High Commission in Kuala Lumpur is currently supporting the Malaysian Government in tackling the wider plastic waste problem. This includes sharing UK experience as well as collaborating with the Malaysian Government in developing a Malaysian version of a Plastics Pact (a cross stakeholder grouping) to drive more effective management of plastic and plastic wastes. My department and the British High Commission also facilitated a technical meeting in Kuala Lumpur between UK and Malaysian enforcement authorities to improve plastic waste export/import protocols.</p><p> </p><p>While we acknowledge that there is a legitimate export market for plastic waste as a secondary raw material, we take firm action to enforce against those engaged in the illegal export of contaminated, low quality and unrecyclable plastic wastes.</p><p>Compliance with the legislation on waste shipments is monitored by the UK’s four environmental regulators[1]. In England in 2018/19 the Environment Agency inspected almost 1,000 shipping containers at ports and returned over 200 of those to sites. During this period, the Environment Agency also prevented 12,000 tonnes of waste from reaching ports which may have otherwise been exported illegally. Any operators found to be illegally exporting waste can face severe sanctions – from financial penalties to imprisonment for a period of up to two years.</p><p> </p><p> </p><p> </p><p>[1] The Environment Agency in England, the Scottish Environment Protection Agency, the Northern Ireland Environment Agency and Natural Resources Wales</p>

answer text <p>Following the approach we set out in the Government response, we have been working with Business in the Community in supporting companies to make the necessary changes to make their workplaces more inclusive. This includes the development of a simple guide on how to discuss race in the workplace, ensuring easy access to an online portal of best practice and celebrating success through a list of the top 100 BME employers.</p><p> </p><p>We also intend that the new Diversity and Inclusion Group will provide a forum to discuss progress as well as identify emerging issues and opportunities, and provide a sounding board for new ideas. answer text <p>The Government supports the process of Turkey’s EU accession, which remains the most effective means of encouraging reform, stability and democracy in Turkey. But as the Prime Minister, my Rt Hon. Friend the Member for Witney (Mr Cameron), has made it clear that the question of Turkey actually joining the EU is ‘not remotely on the cards’, indeed that he does not believe it will happen ‘for decades’. Every Member State has a veto, at every stage of the process.</p><p>Turkey would need to undergo substantial reform before we could consider Turkish accession to the EU, particularly in terms of rule of law, freedom of speech, and socio-economic convergence with EU standards. Furthermore, the Government will not agree to any further EU enlargement without new arrangements for transitional controls on freedom of movement. We do not want to take the risk, as we did in 2004, of very large movements of people after a new accession. Under the European Union Act 2011, any new Accession Treaty would require parliamentary approval by primary legislation before it could be ratified.</p>
