answer text <p>We will publish the annual assessment for 2023 following its presentation to the Public Service Delivery (PSD) Review Board and subsequent Ministerial approval.</p><p> </p><p>The current public service delivery powers of the Digital Economy Act have been operational since 2018. The powers enable public authorities to respond quickly and effectively to complex problems, improve citizens' well-being and improve access to public services.</p><p> </p><p>It has previously not been the practice for assessments to be presented in the form of a written report. Instead, the relevant Minister has received oral briefings in relation to the activities of the PSD Review Board, including relevant information on the use of the public service delivery data sharing powers. The PSD Review Board monitors the efficacy of the Digital Economy Act 2017 as a whole, including the effectiveness of the Chapter 1, Part 5 data sharing powers. The terms of reference and quarterly minutes are published on GOV.UK: <a href="https://www.gov.uk/government/groups/digital-economy-act-public-service-delivery-review-board" target="_blank">https://www.gov.uk/government/groups/digital-economy-act-public-service-delivery-review-board</a></p><p> </p><p>Ministers were also informed of the Information Commissioner’s Office (ICO) review of the data sharing powers under Part 5 of the DEA (March 2023 - <a href="https://ico.org.uk/media/about-the-ico/documents/4024606/ico-review-dea-20230314.pdf" target="_blank">https://ico.org.uk/media/about-the-ico/documents/4024606/ico-review-dea-20230314.pdf</a>). This review addresses the commitment made during the passage of the legislation that the ICO would look at the powers around 3 years after they became operational.</p><p> </p>

answer text <p>England’s peatlands are our largest terrestrial carbon store. They provide a home for rare wildlife, regulate our water supply and provide a record of the past. However, only 13% of our peatlands are in a near-natural state at present.</p><p> </p><p>In May 2021, we published the England Peat Action Plan, which sets out the steps we are taking in response to peat loss: <a href="https://www.gov.uk/government/publications/england-peat-action-plan" target="_blank">England Peat Action Plan - GOV.UK (www.gov.uk)</a>. A copy is attached to this answer.</p><p> </p><p>As part of this, we are funding a research and development project that will map the extent and condition of England’s peatlands in detail. answer text <p>We remain concerned by the human rights situation in China, not least all restrictions to freedom of religion or belief.</p><p>As a member of the UN Human Rights Council, China is bound to respect the international commitments to which it is a party. As such, we consistently call on China to ratify the International Covenant on Civil and Political Rights – we last did so at the UK-China Human Rights Dialogue in April.</p><p>We continue to raise areas where we assess China’s actions are not in line with either its international human rights commitments or its own constitution. We highlight these, and our broader range of concerns, in the Foreign and Commonwealth Office’s Annual Report on Human Rights and Democracy. We also make representations in international fora such as the UN Human Rights Council.</p> more like this

answer text <p>On 13 May the House agreed a new set of rules to govern the content of written answers, in response to the introduction of a new electronic system for submitting them. While the digital copy of answers will be the definitive record copy, all written answers will continue to be published, and a signed copy will continue to be sent to the Peer asking the question.</p><p>These rules make clear that all answers should be complete and comprehensible, and not rely on references to external documents or webpages. They also make clear that supporting documents should be included as attachments, not hyperlinks, and referred to in the answer itself. Any attachments that are included will be available in the Library to be printed out on demand.</p><p>All of these rules will help to accommodate those without internet access.
