The University of York is carrying out a comprehensive evaluation funded by the National Institute of Healthcare Research.

The Health Foundation’s Improvement Analytics Unit has also conducted a quantitative assessment of the impact of surgical hubs, with the results to be published later this month. The Health Foundation’s analysis will indicate the impact surgical hubs have had on the number of procedures undertaken and whether they have increased day-case rates and reduced lengths of stay, all of which supports elective recovery, and reductions in waiting times for elective care.
more like this

answer text
Independent sector providers have a significant role to play in supporting the National Health Service as trusted partners, to recover elective services. The Elective Recovery Taskforce was launched in 2022 to consider how capacity across the system could be best utilised, including how insourcing could be used to meet the ambitions on long waits. The taskforce concluded its work by publishing an implementation plan in August 2023, which sets out a series of actions that have either been delivered, or will be delivered, over the coming months.

Local systems are best placed to consider how to utilise insourcing as part of their delivery plans, in a way which works for their areas. To support the system, NHS England produced Guidance for trusts on the use of insourcing and NHS Shared Business Services produced the Insourcing of Clinical Services Framework Agreement.
more like this

This has been defined as those NHS trusts with a median wait time for patients with a decision to admit that is over 26 weeks. answer text
Cutting waiting lists is one of the Prime Minister’s top priorities, and despite disruption from strikes, 18-month waits have been reduced by more than 90% from their peak in September 2021.

We recognise that industrial action and winter demands will mean that services are under increased pressure. The National Health Service is prioritising urgent and cancer care and will continue to do its best to maintain appointments and elective procedures wherever possible, including across trauma, orthopaedics and rheumatology. As part of this effort, in November 2023 the government and NHS England agreed to provide £800 million from a combination of reprioritised and new funding to mitigate the costs of industrial action and help patients get the care they need as quickly as possible this winter.

Additionally, we are transforming the way the NHS provides elective care by increasing activity through dedicated and protected surgical hubs. This is focused on providing high volume low complexity surgery in six high volume specialties: which includes trauma and orthopaedics (including spinal surgery), as well as other elective treatment areas such as ophthalmology, general surgery, gynaecology, Ear Nose and Throat and urology.

Diagnostics also forms an important part of elective care over winter. With only one in five patients on the waiting lists requiring a hospital admission – and most others waiting for scans or checks – we are continuing to expand our diagnostic capacity through the rollout of community diagnostic centres, which allow patients to receive tests close to home.
