answer text <p>We are committed to supporting children and young people with speech, language and communication needs (SLCN) and recognise the importance of identifying SLCN early to enable the right support to be put in place and reduce the impact that they may have in the longer term.</p><p> </p><p>We know that 28% of children finish their reception year still without the early communication, language and literacy skills they need to thrive. That is why my right hon. Friend, the Secretary of State for Education has set out his ambition to halve this figure by 2028 and we are investing over £100 million through our social mobility programme to support this.</p><p> </p><p>However, we are aware of the concerns about the adequacy of funding for children and young people with special educational needs and disabilities (SEND) in England, including those with SLCN. That is why on 3 May 2019, my right hon. Friend, the Secretary of State for Education, announced a call for evidence from schools, colleges and local authorities to consider how the SEND and alternative provision financial arrangements in England could be improved. answer text <p>We have no plans at present to hold discussions with NHS Clinical Commissioners concerning speech and language therapy service specifications. Clinical commissioning groups have responsibility for commissioning services to meet the needs of their local population, drawing on National Institute for Health and Care Excellence guidance to agree the specifications for communication support. The protection and safeguarding of children and young people from harm is of paramount importance to all parts for the health care system. All providers should have their own governance arrangements in place for responding to non-attendance at appointments.</p> more like this

answer text <p>The universal Healthy Child Programme includes a number of child development reviews at specific ages. The review at age 2 – 2½ is a crucial stage when problems such as speech and language delay or behavioural issues become visible and can be addressed by the health visitor before the child starts school.</p><p> </p><p>Clinical commissioning groups and local authorities have a legal duty to make joint arrangements for assessing the needs of children likely to have special educational needs.</p><p> </p><p>Since May 2016, Ofsted and the Care Quality Commission have been inspecting local areas on their effectiveness in fulfilling these new duties.</p> more like this
