answer text <p>Charging for car parking is a commercial decision for Train Operating Companies (TOCs) and Network Rail, and TOCs are responsible for considering the equalities impacts of operational changes on issues such as this. The Rail Delivery Group published the Station Car Parking Good Practice Guide for Train Operators in 2018, which sets out that station operators should consider each station’s needs and customer base when making decisions on charging at the car parks they manage.</p> more like this

answer text <p>The Government has agreed a further extraordinary funding and financing package for TfL of up to £1.7bn to ensure the continuation of public transport services in London.</p><p>As part of this deal, by 11 January 2021 TfL will produce a single, comprehensive management plan with options as to how a trajectory to financial sustainability by 2023 can be achieved, including their contribution to capital projects within London. As transport in London is devolved, it is for the Mayor and TfL to assess the merits of capital projects in which they wish to invest, and their capacity to deliver such projects.</p> more like this

answer text <p>The Emergency Measures Agreements between the Department and Train Operators were designed to bring stability and certainty to the rail industry. Following the expiry of the EMAs in September, the department agreed Emergency Recovery Measures Agreements with the rail industry. These agreements are between the Department and Train Operators, they do not stipulate Network Rail Land utilisation.</p><p> </p><p>At present, Network Rail do not currently have any plans to review the use and function of goods yards to create more off-street parking options at rural stations. The Network Rail property team are however, assessing parking at Network Rail managed stations, this is focusing on opportunities regarding capacity and the potential introduction of electric vehicle charging stations.</p> more like this

answer text <p>The majority of station car parks are the responsibility of Train Operating Companies. The Department encourages these organisations to identify car parks that are at capacity and work with local partners. The result may be physical car park expansion, or a more innovative approach such as promoting car-sharing. Furthermore, the Department’s Cycle-Rail programme has tripled the number of cycle parking spaces at more than 500 stations, bringing the total to over 80,000 since 2010.</p> more like this

answer text <p>Determining the required capacity at existing stations is an operational matter for the relevant station operator. In most cases this is the franchised train operator; it is the responsibility of Network Rail at the 20 stations it manages.</p><p> </p><p>Through franchise agreements, the Department may set out specific requirements in relation to car park facilities at stations where we deem it appropriate. More generally, we expect train operating companies and Network Rail to deliver facilities and an environment at stations which supports customer needs and experience. This requires working pro-actively with local partners to ensure the station is fully integrated with wider transport infrastructure, enabling appropriate access to and from the station at all times.</p><p> </p><p>The promoter of a new station or enhancement project may conduct a capacity assessment of car parking facilities at a station on a case by case basis to inform requirements of the proposed scheme.</p> more like this
