answer text <p>The Barnett formula applies to all increases or decreases to Departmental Expenditure Limits (DEL). When UK Government departmental budgets change, the Barnett formula will apply in the usual way. Any Barnett consequentials in 2024-25 resulting from the recent pay award for NHS staff in England would be confirmed at Autumn Budget 2024 and Supplementary Estimates 2024-25.</p><p> </p><p>The published Block Grant Transparency document provides a detailed breakdown of how the block grants are calculated. answer text <p>The 2021 Spending Review set the largest annual block grant for the Welsh Government, in real terms, of any spending review settlement since the devolution Acts. On top of this the Welsh Government received over £1 billion through the Barnett formula in 2023-24, including £200 million at Supplementary Estimates 2023-24.</p><p> </p><p>The Welsh Government is well-funded to deliver all its devolved responsibilities, receiving around 20% more per person compared to equivalent funding in England. This is around £1 billion more each year than the Holtham Commission indicated – and the Welsh Government agreed - was fair for Wales relative to England.</p> more like this

answer text <p>Spending Review 2021 set the largest annual block grant, in real terms, of any spending review settlement since the devolution Acts. This provided the Welsh Government with £2.5 billion in 2023-24 through the Barnett formula, on top of their £15.9 billion baseline. They also received over £320 million of ringfenced non-Barnett funding for 2023-24 for farming and fisheries.</p><p> </p><p>On top of this settlement, the Welsh Government have received an additional £745 million through the Barnett formula for 2023-24, largely as a result of decisions made at Autumn Statement 2022 and Spring Budget 2023. They have also received around £450 million in non-Barnett funding for 2023-24 since Spending Review 2021.</p><p> </p><p>It is for the devolved administrations to allocate their Barnett-based funding in devolved areas as they see fit. They can therefore take their own decisions on managing and investing available resources, reflecting their own priorities and local circumstances, and they are accountable to the devolved legislatures for these decisions. Non-Barnett funding is generally ringfenced, meaning it can only be spent for the purpose it was given.</p><p> </p><p>A breakdown of Barnett and non-Barnett funding, including the policy areas for which the non-Barnett funding is ringfenced, can also be found in the Block Grant Transparency publication. This publication is updated regularly, and the most recent report was published in July 2023.</p>

answer text <p>The Welsh Government is well-funded to deliver its devolved responsibilities via the Block Grant, receiving a funding premium of around 20% more per person than equivalent UK Government spending in England.</p><p> </p><p>In addition to its Block Grant funding, the Welsh Government already has access to generous borrowing powers to enhance their capital investment and there remains significant headroom within their overall capital borrowing limit of £1 billion.</p><p> </p><p>These capital borrowing powers sit within a wider Fiscal Framework agreed with the Welsh Government. answer text <p>The Barnett formula applies to changes in departmental DEL budgets, not when departments make spending or policy announcements. Funding for this programme was allocated as part of the Spending Review in 2021 so the Welsh Government has already received the associated Barnett-based funding as part of its own settlement.</p><p> </p><p>The 2021 Spending Review set the largest annual block grant, in real terms, of any spending review settlement since the devolution Act. This provided £18bn per year for the Welsh Government. This settlement is still growing in real terms this year, and over the three-year spending review period, despite inflation being higher than expected.</p><p> </p><p>The Welsh Government is well-funded to deliver all its devolved responsibilities, receiving around 20% more funding per person than equivalent UK Government spending in other parts of the UK. answer text <p>As the Chancellor set out in his statement to the House, in recognition of the challenges people are facing as a result of the rising cost of living, the UK Government is providing an additional £15 billion of support.</p><p>The majority of this support is being provided directly to households across the UK and is on top of the support announced in February and at Spring Statement. <strong>I</strong>n addition, the Welsh Government is receiving around £25m from the Household Support Fund through the Barnett formula.</p><p>The full details of the support announced, including Barnett consequentials for the devolved administrations, were set out in the Chancellor’s statement of the 26 May and the <a href="https://www.gov.uk/government/news/millions-of-most-vulnerable-households-will-receive-1200-of-help-with-cost-of-living" target="_blank">accompanying press release</a>.</p> more like this

answer text <p>The UK Government is responsible for much of the rail infrastructure in Wales, and therefore spends money on this infrastructure rather than funding the Welsh Government to do so. <strong> </strong></p><p> </p><p>In line with this responsibility, the UK Government is currently delivering an ambitious programme to upgrade Welsh railways, including through the electrification of the Severn Tunnel and building a new station at Bow Street.<strong> </strong></p><p> </p><p>The Barnett formula is applied at fiscal events when departmental budgets are set rather than being applied when departments announce how they are spending their budgets. At the recent 2021 Spending Review the UK Government provided the Welsh Government with more than £18 billion on average each year over the spending review period.
