answer	answer is ministerial correction date of answer 21/06/2022 answer text <p>We operate one of the most rigorous and robust pet travel checking regimes in Europe. All non-commercial cats, dogs and ferrets entering Great Britain on approved routes (every route other than Republic of Ireland, Northern Ireland and the Crown Dependencies) under the pet travel rules undergo 100% documentary and identity checks by authorised pet checkers.</p><p> </p><p>To enter Great Britain pets must have been implanted with a microchip or have a legible tattoo imprinted prior to 3 July 2011. A pet's identity is checked by ensuring that the microchip or tattoo details correspond to the details in the pet's documentation. Carriers can refer suspected non-compliances to the Animal and Plant Health Agency (APHA). APHA staff are highly trained to deal with intercepted shipments. We have no plans to introduce further visual checks.</p><p> </p><p>APHA works collaboratively with Border Force and other operational partners at ports, airports and inland, sharing intelligence to enforce the pet travel rules, disrupt illegal imports, safeguard the welfare of animals and seize non-compliant animals.</p><p> </p><p>The Animal Welfare (Kept Animals) Bill was reintroduced following the Queen's speech and will progress to Report stage in the commons as soon as parliamentary time allows. The pet health and documentary requirements for such pet travel are set out under the EU Pet Travel Regulations.</p><p> </p><p>Defra recognises the undue impact that these changes are having on pet owners and assistance dog users and we are seeking agreement from the European Commission on awarding GB Part 1 third country listed status and recognition of GB’s tapeworm-free status, which the EU recognises in both the Republic of Ireland and in NI.</p><p> </p><p>We see no valid animal health reason for these to not be granted and we have one of the most rigorous pet-checking regimes in Europe to protect our biosecurity. answer	answer is ministerial correction date of answer 17/12/2020 answer text <p>The European Commission has now responded to clarify its decision on listing the UK as a third country under Annex II of the EU Pet Travel Regulations.</p><p> </p><p>On 3 December 2020 the Standing Committee on Plants, Animals, Food and Feed of the EU voted in favour of giving the UK Part 2 listed status for the purposes of non-commercial pet travel after the transition period. This listed status has been formally adopted by the EU.</p><p> </p><p>Part 2 listed status means similar health requirements to travel to the EU as to now, but new documentation will be required for pets and assistance dogs.</p><p> </p><p>We are disappointed not to become a Part 1 listed third country. We are clear we meet all the requirements for this and have one of the most rigorous pet checking regimes in Europe to protect our biosecurity. Our disease risk will also not change after the transition period and so we will continue to press the EU Commission on securing Part 1 listed status.</p><p> </p><p>The health and documentary requirements will also apply for movements of pets and assistance dogs from Great Britain to Northern Ireland. However, recognising that these changes will take time to adjust to, the UK Government is working with the Department of Agriculture, Environment and Rural Affairs (DAERA) on an enforcement approach that takes this challenge into account. Since that date (up to the end of 2019), there have been 1,960,766 pet movements into Great Britain under the scheme.</p><p> </p><p>The Animal and Plant Health Agency (APHA) does not record how many of these pets were re-entering Great Britain. Third countries can apply to the European Commission to be listed under the EU Pet Travel Scheme.</p><p> </p><p>The UK has submitted its application to allow the UK to become a Part 1 listed third country under Annex II of the EU Pet Travel Regulations to the European Commission. Should the UK become a Part 1 listed country, there would be little change to the current arrangements, with only minor changes needed for documentation and, in most cases, no change for owners from what they currently need to do in terms of their animal’s health preparation.
