answer text <p>The Tees Valley Hydrogen Transport Hub is the Department for Transport’s dedicated hydrogen R&amp;D programme. The Hub has established links between industry and government, and is collocating hydrogen supply and demand by deploying refuelling infrastructure and vehicles in the Tees Valley. These demonstrations are expected to generate lessons for other areas seeking to decarbonise transport using hydrogen.</p><p> </p><p>The Tees Valley Hub is a blueprint, with an evaluation framework which focuses on sharing information to support other regions. This includes lessons for reaching commercial maturity of infrastructure and vehicles, where hydrogen can work well across transport modes and what skills are needed to support the decarbonisation transition.</p> more like this

answer text <p>The Department for Transport’s (DfT) pioneering R&amp;D programmes, such as its £200m zero emission HGV demonstrator and the £23m Tees Valley Hydrogen Transport Hub, are co-locating transport supply with demand in order to address some of the early challenges seen with refuelling infrastructure.</p><p><strong> </strong></p><p>The Government’s Hydrogen Strategy states that transport is a ‘crucial’ early market for hydrogen, which will drive some of the earliest low carbon production in the UK. DfT is working closely with the Department for Business, Energy and Industrial Strategy (BEIS) to meet this challenge.</p><p><strong> </strong></p><p>Thus, in March 2022 the Government announced £30 million for the West Midlands Combined Authority to deploy 124 hydrogen fuel cell buses and accompanying refuelling infrastructure through its Zero Emission Bus Regional Areas scheme. The Government has also provided £750,000 towards the UK’s first hydrogen train, Hydroflex, through the First of a Kind scheme.</p><p><strong> </strong></p><p>The Government expects there to be cascade benefits for light duty vehicles from its R&amp;D support programmes for heavier modes, for example through the expansion of publicly accessible refuelling infrastructure, available to all road transport.</p><p><strong> </strong></p><p>The Department’s dedicated R&amp;D funding for hydrogen is focussed on heavier applications, such as in maritime, aviation and road freight. Recent investments include £206 million for the UK Shipping Office for Reducing Emissions (UK-SHORE) and £200 million for the Department’s zero emission HGV demonstrator programme.</p><p> </p><p> </p>

answer text <p>The Department for Transport, as the lead for the roll out of zero emission vehicles, continues to work closely with colleagues in BEIS on the government’s support for the use of hydrogen for transport to deliver the plans set out in the recent Energy Security Strategy. This includes recent announcements of investment such as the £200m for the government’s zero emission road freight HGV demonstrator programme and funding 124 hydrogen fuel cell buses and accompanying refuelling infrastructure through our Zero Emission Bus Regional Areas scheme. A number of hydrogen related projects were also funded as part of the Clean Maritime Demonstration Competition, which forms part of the Research and Development undertaken by the UK Shipping Office for Reducing Emissions (UK SHORE).</p><p> </p><p>The government also uses the tax system to encourage the purchase of cars with low carbon dioxide (CO<sub>2</sub>) emissions. Road vehicles powered by hydrogen as fuel in an internal combustion engine benefit from a reduced rate of fuel duty in comparison to the main road fuel rate. Budget 2018 extended the current duty differential until 2032, subject to review in 2024. Hydrogen that is used other than to fuel an internal combustion engine, for example in a fuel cell to generate electricity which charges a battery used to supply power to an electric motor, it is not currently liable to fuel duty.</p><p> </p><p>All taxes are kept under review.</p>

The UK is well-placed to be a leader in hydrogen and electric powered transportation.</p><p> </p><p>The Advanced Propulsion Centre (APC) is directed at late-stage R&amp;D to develop important technologies in the transition to zero-emission transport. answer text <p>Government’s approach to delivering our long-term ambitions for greener transport is technology neutral and we are supporting hydrogen where the market favours its use.</p><p>The plug-in car grant has been in place for over a decade to help reduce the up-front purchase price of zero and ultra low emission vehicles for private motorists and businesses. Funding is currently available until financial year 2022/23. Hydrogen fuel cell cars have benefited from the grant up until March 2020, when a price cap was introduced to focus the grant on more affordable vehicles, where taxpayer funding would have greatest impact. Hydrogen fuel cell cars still benefit from discounted road tax, as well as beneficial company car tax rates which can save drivers up to £2,000 per annum.</p><p>Alongside this, the Government’s £23 million Hydrogen for Transport Programme is increasing the uptake of fuel cell electric vehicles and growing the number of publicly accessible hydrogen refuelling stations across the UK. The programme is delivering new refuelling stations, upgrading some existing stations as well as deploying hundreds of new hydrogen vehicles. ­</p><p> </p><p> </p>
