answer text <p>On 5 September, the Minister of State for the Middle East, Lord (Tariq) Ahmad of Wimbledon, discussed the situation in northern Mali with the Algerian Foreign Minister Ahmed Attaf. We continue to engage the Government of Algeria, regional partners, local organisations and all parties to the Agreement on Peace and Reconciliation to encourage commitment to peace in Mali. We are encouraging the United Nations to continue to support and oversee the implementation of the Peace Agreement during and after the departure of the UN Multidimensional Integrated Stabilization Mission in Mali. As we have said frequently, Mali's reliance on Russia will not deliver long-term peace or security for the Malian people. The UK will continue to monitor the situation in Mali and provide vital humanitarian aid to support those affected by conflict.</p> more like this

answer text <p>We are aware of reports of civilian killings in Gouni by the Malian Armed Forces and Russian-backed Wagner mercenaries. The UK is monitoring the situation in Mali closely, together with international partners. The former Minister for Africa [Vicky Ford] condemned reports of civilian massacres and human rights violations and abuses in August. She also called for transparent and impartial investigations including by the UN peacekeeping mission (MINUSMA) and reiterated the importance of compliance with International Humanitarian Law during counterterrorism operations. The UK is committed to supporting the people of Mali. We are supporting the delivery of humanitarian and protection assistance to those most in need. Ultimately, we know that long term stability in Mali will only come from addressing the root causes of conflict, including governance.</p> more like this

answer text <p>We are concerned about the reported arrest of personnel from Cote d'Ivoire linked to the UN Peacekeeping mission, MINUSMA. We are in touch with MINUSMA to verify the reports. We continue to urge the transitional authorities of Mali to respect MINUSMA's freedom of movement, as we did during last month's renewal of MINUSMA's mandate by the UN Security Council. Restrictions impact on the mission's ability to deliver its mandate and on the safety and security of peacekeepers. Following reports of a massacre in Moura, central Mali, in March this year, I called on the transitional authorities to ensure unfettered access to MINUSMA to carry out an investigation into the allegations.</p> more like this

answer text <p>The presence of the Wagner Group in Mali risks destabilising the wider region and undermining security for local populations. Following a CT operation carried out by the Malian Armed Forces in Moura, with the alleged involvement of Wagner Group, the Minister for Africa, Latin America and the Caribbean, Vicky Ford, called for an urgent, transparent and impartial investigation to bring those responsible for these attacks to justice. She drew attention to the surge in alleged human rights abuses since the deployment of Wagner Group to Mali and urged the Malian authorities to end all ties with the mercenary group, to facilitate unfettered access for the UN's peacekeeping mission in Mali (MINUSMA) to conduct an independent investigation.</p> more like this

answer text <p>The UK is in regular contact with France about the security situation in Mali and the political uncertainty facing the country, including at the UN, via our expanded diplomatic presence in Mali and through our respective Sahel Envoys. Together with France and other partners we have called for elections and a return to constitutional rule in line with the conditions set out by the Economic Community of West African States (ECOWAS), and supported ECOWAS in urging the Malian government to reconsider their engagement with Wagner in light of the implications that any deal would have on stability. The UK is committed to building long-term peace and stability in Mali and the wider region, while supporting those most affected by conflict. We are deployed to the UN Peacekeeping Mission in Mali (MINUSMA) and support the French counter-terrorism operation Barkhane. We also have a significant humanitarian programme and provide funding for stabilisation and conflict resolution.</p> more like this

answer text <p>The UK is concerned about the deteriorating security situation in Mali. 2021 is set to be the deadliest year in the past decade with violence continuing to spread towards the southern regions. Intercommunal conflict and activity by violent extremist organisations are responsible for civilian casualties, as well as driving displacement, increasing food insecurity, and leading to the widespread closure of schools. Through our deployment to the UN peacekeeping mission in Mali (MINUSMA), our deployment of helicopters to the French counter-terrorism operation Barkhane, and our programmatic support for stabilisation and conflict resolution, the UK is committed to building long-term peace and stability in the Sahel.
