answer text <p>The Department has no plans to widen the M4 because of the proposed expansion at Heathrow Airport. Our focus is on maximising the number of airport journeys made by public transport.</p><p> </p><p>The draft Airports National Policy Statement published on 2 February proposes specific public transport mode share targets against which Heathrow Airport Limited would report on an annual basis.</p><p> </p><p>Heathrow Airport Limited has pledged not to increase the number of vehicles on the road as a result of expansion.</p><p> </p><p>Capacity on the strategic road network, including the M4, is considered through Highways England’s route strategies, which contribute to the development of our road investment strategy.</p> more like this

answer text <p>Highways England’s latest Delivery Plan states that the start of works for the M4 Junction 3-12 scheme is the fourth quarter of 2016/2017 and it will open to traffic in 2021/22.</p><p> </p><p>Measures to avoid delays to traffic during the construction period include:</p><ul><li>Maintaining three lanes of traffic in each direction during peak periods</li><li>Using average speed camera equipment to smooth flows and improve safety and journey time reliability</li><li>Installing a CCTV system to identify vehicles in need of recovery and other incidents, with free recovery of broken down vehicles to remove obstructions and keep traffic flowing</li><li>Minimising traffic management during Bank Holiday periods and working with major events to coordinate traffic management</li><li>Timing overnight lane closures and full carriageway closures at less sensitive times.</li></ul><p> </p> more like this

answer text <p>Consideration of the case for alternative options to the M4 relief road south of Newport is a matter for the Welsh Government. However, we are working closely with the Welsh Government on the development of the next Rail Investment Strategy to ensure that relevant Welsh priorities for rail investment in Control Period 6 (2019-2024) are reflected. No decision on any major investment in Wales is made without taking into account the views of the Welsh Government.</p><p> </p><p>The Welsh Government will gain much greater control over the development of rail services in Wales as a result of the agreement reached between the two Governments in November 2014 to devolve executive franchising rail functions in Wales, so that the Welsh Government can lead on the procurement of the next Wales and Borders franchise from 2018. Subject to agreement on final terms, I would expect the Welsh Government to be leading on the specification of future service levels in Wales in the next franchise.</p> more like this

answer text <p>From Highways England’s latest information, the M4 junction 3 to 12 scheme is scheduled to start works in 2016/17 and to complete in 2021/22. The latest cost estimate for the scheme is in a range of £614m to £862m with a central estimate of £715m.</p><br /><p>The improvements to the M4 are being designed to minimize traffic disruption. The work will be phased but ensure that sections will provide three narrow lanes open to traffic during the daytime and at times of peak flows. Lane closures will take place at night, when traffic flows are lower, for specific tasks such as re-surfacing and gantry and bridge erection. Some complete closures of the M4 will also be required to allow for the demolition of eleven overbridges that are to be replaced as part of this scheme. These will be arranged for periods when flows on the motorway are at their lowest, usually at weekends.</p><br /> more like this
