answer text <p>We are making good progress with the Animal Health and Welfare Pathway. This year we have launched the Annual Health and Welfare Review for all eligible keepers, and uptake is growing steadily. We have also run a successful first round of the Animal Health and Welfare equipment and technology grant and will be launching our first large infrastructure grant for calf housing later this summer. Through continued and close working with our industry co-design partners we look forward to expanding the Pathway offer further to promote the production of healthier, higher welfare animals at a level beyond compliance with regulations.</p> more like this

answer text <p>The Government encourages the highest standards of animal welfare at slaughter, and legislation sets out the main requirements to protect the welfare of animals when being slaughtered.</p><p> </p><p>Following publication in 2021 of the Post Implementation Review of the Welfare of Animals at the Time of Killing (England) Regulations 2015, and as part of the Government’s Action Plan for Animal Welfare, we are considering a number of ways in which the welfare of animals at the time of killing could be further improved. As a first step, last year we introduced The Protection of Animals at the Time of Killing (Amendment) (England) Regulations 2022 which made the non-penetrative captive bolt device available as a killing method for neonate piglets, lambs and kids (within certain parameters), providing an effective method for humane culling on-farm.</p> more like this

answer text <p>As part of the fully funded annual health and welfare review eligible cattle, sheep and pig keepers are able to access bespoke advice from their choice of vet alongside access to diagnostic testing for key endemic diseases and conditions. This advice includes recommended actions to take and signposting to further support available. This will support farmers to continually improve the health and welfare of their livestock and the increases in productivity that comes with this.</p> more like this

answer text <p>The annual health and welfare review opened to all eligible keepers of cattle, sheep and pigs in February 2023, giving farmers access to a fully funded visit to their farm by a vet of their choice. In the coming months we will continue to iterate the service by further simplifying the application process. Further iterations will allow more reviews to take place, by opening the offer to livestock keepers who are not Basic Payment Scheme recipients and to those who keep multiple species or multiple herds and flocks of the same species.</p> more like this

answer text <p>We have delivered an ambitious legislative programme since the publication of the Action Plan, which will deliver significant improvements for animals in the UK and abroad. We are firmly committed to maintaining our strong track record on animal welfare and to delivering continued improvements, both in the course of this Parliament and beyond.</p><p> </p><p>Our recent announcement on delivering the measures in the Kept Animals Bill through single measure Bills will help us to deliver two further commitments in the plan, including the ban on live exports. These are our key priorities. We do not consider the time is right to consult on cage reforms, being mindful of the challenges the sectors are facing. The market is already driving the move away from using cages for laying hen production. The proportion of eggs that come from caged hens has steadily decreased from 47% of total throughput in Q4 2017, to 21% in Q1 2023.</p><p> </p><p>We continue to work with the sector to maintain and enhance our high standards. The Government’s animal welfare priorities for its Animal Health and Welfare Pathway include supporting producers to transition away from confinement systems.</p>

answer text <p>This is a devolved matter and the information provided therefore relates to England only.</p><p> </p><p>The Government shares the public’s high regard for animal health and welfare, having committed to working with producers and the food sector to raise standards across the board. We are delivering a series of ambitious reforms that will continue our collective drive to improve standards in farm animal health and welfare through, for example, delivery of the Action Plan for Animal Welfare.</p><p> </p><p>As part of our plans for future farming, this autumn will see the launch of Annual Health and Welfare Review, the first step on the Animal Health and Welfare Pathway, which will fund vet visits to undertake a health and welfare review for farms across England. In 2023 we will introduce Animal Health and Welfare Grants, followed by Endemic Disease Eradication and Control Programmes and a Payment-by-Results trial. Beyond this financial assistance, the Pathway also aims to stimulate market demand for higher welfare products by increasing transparency and strengthening the regulatory baseline.</p><p> </p><p>We also remain committed to delivering the Government’s bovine TB (bTB) eradication strategy. Developing a deployable cattle bTB vaccine with the objective of introduction by 2025 is one of the Government’s top priorities. A deployable cattle bTB vaccine is expected to be a game-changer in terms of providing a strong additional tool to help eradicate bTB. Field trials began in 2021.</p><p> </p><p>We have a strong track record in raising the bar for welfare standards — the Animal Welfare (Sentience) Act 2022 now provides legal recognition that animals are sentient beings and introduced an Animal Sentience Committee as a new scrutiny mechanism requiring Ministers to explain how policy decisions have taken into account their impact on animals.</p>
